Inception of Learn and Earn Online
  • North Carolina Governor Mike Easley's top
  • priority is reforming public education in
  • North Carolina so students are ready to
  • succeed either in college or in meeting the
  • workforce demands of the global economy

What is Learn and Earn Online?
  • Students in participating public high schools can
    take a variety of online college-credit courses
    at no cost to them or to their families. Students
    earn both high school and college credit for
    completed courses

Proposed Amendment to HB 1473, Sec.
7.27(h)
  • Notwithstanding any other provision of
  • law, the State Board of Community
  • Colleges, in cooperation with the State
  • Board of Education, shall permit high school
  • students to enroll in online courses for
  • college credit beginning with the Fall 2007
  • semester

House Bill 1473 provides
  • College textbooks through the Department of
    Public Instruction
  • Waived tuition (students not counted in regular
    budget FTE)
  • Technology fees reimbursed from System Office
  • Instruction reimbursement from System Office
  • Support from System Office

What does the amendment mean?
  • 9th, 10th, 11th and 12th graders can enroll in
    courses online in community colleges
  • Students can take online courses with colleges
    outside of their current service area
  • Also, SBCC would be given flexibility to resolve
    any barriers identified in collaboration with the
    DPI

Community Colleges will
  • Provide full complement of student services
    including tutoring, advising, testing (online)
  • Receive infrastructure funding to expand
    bandwidth
  • Not receive additional funding for equipment,
    e.g. computers

Community Colleges volunteered to participate if
they
  • Provide connectivity sufficient to enroll high
    school students
  • Provide a current list of online courses (local
    or VLC) to be offered
  • Provide course prerequisites to high school
    distance learning facilitator
  • Designate a community college contact

Reimbursement Process
  • Colleges submit LE-Online estimated FTE
