2. Performance Indicators
Organizational Structure and Development
  • By 31/03/2004, CAI-Asia Secretariat will prepare
    a discussion
  • paper on key performance indicators for cities.
  • All CAI-Asia members have been requested to
    submit basic info for inclusion in CAI-Asia
    website. So far feedback has been very poor
  • More information has been obtained on air quality
    and AQM through benchmarking study
  • There will be a separate discussion on this topic
    in the ExCo meeting of June 2004
  • The discussion touches upon the rationale for
    CAI-Asias existence and will be extensively
    discussed in the evaluation of CAI-Asia and the
    Second Phase Plan for CAI-Asia (2005-2008)

3. National and City Networks
Organizational Structure and Development
  • By 31/12/2004, we will have 4 national networks
    and 9 city/local networks which provide regular
    info on their activities and which are in the
    process of strategic planning and/or
    implementation for AQM
  • In addition to existing networks (Manila,
    Jakarta, Sri Lanka), preparations ongoing for
    establishment of national network in China,
    India, Bangladesh, and Nepal. Discussions ongoing
    on how to support emerging networks in Karachi
    and Lahore.
  • Consultations conducted with Manila, Jakarta,
    Vietnam, Lahore, Karachi, and Sri Lanka networks
    on 2004 program.
  • In remaining part of 2004 clearer distinction
    between national and local networks will be made
  • Improved coordination between ADB, WB and
    USAID/US-AEP as network coordinators/supporters
  • Network concept to be revisited for CAI-Asia
    phase 2 (2005 2008)

4. Private Sector Membership
Organizational Structure and Development
  • By 31/12/2004, we will have 3 full private sector
    members and 12 associate private sector members
    whereby 5 private sector members providing
    in-kind support
  • 2 full private sector members and 10 associate
    members have confirmed memberships for 2004
  • Discussions ongoing with additional potential
    private sector members
  • Discussions on additional (in-kind) assistance
    ongoing with ESP, DEKRA, MAHA, SGS for I/M
    Project with AVL and Corning for DIESEL Project
    in Bangkok and AVL for PSUTA in Vietnam.
  • Discussion note on private sector member
    involvement in implementation of CAI-Asia pilot
    projects has been formulated for consideration by
    ExCo

5. Development Agency Membership
Organizational Structure and Development
  • By 31/12/2004, we will have 12 development
    agencies and international foundations whereby at
    least 8 organizations provide direct financial
    assistance for implementation of CAI-Asia
    Business Plan
  • 9 development agencies and international
    foundation
  • Direct funding from ADB, World Bank,
    USAID/US-AEP, Hewlett Foundation, Australia
    Department of Environment and Heritage, and Sida
  • Japan Petroleum Energy Center provides funding
    but is not a member yet
  • Discussion has been started with Hewlett
    Foundation on more substantial support for
    CAI-Asia
  • Efforts to be made to ensure funding availability
    for CAI-Asia Secretariat for entire four year
    period in CAI-Asia Phase 2

6. Partnership Agreements
Organizational Structure and Development
  • By 31/12/2004, 10 partnership agreements have
    been drawn up specifying joint activities with
    CAI-Asia (including APMA, IGES, US-AEP, US EPA,
    UNEP, ASEAN, Ministry of Environment Japan,
    SAARC, RAPIDC, APFED)
  • Existing agreements with APMA and IGES
  • MoU under discussion with ANGVA
  • Letters of agreement under discussion with UNEP,
    US EPA, and USAID/US-AEP
  • Coordination meetings in Bangkok, Tokyo and
    London are expected to result in more clarity on
    cooperation agreements and letters of agreement
  • Clarification of relationship with UNEP is
    priority in second half of 2004.

7. UN NGO Observer
Organizational Structure and Development
  • By 31/12/2004, United Nations NGO observer status
    is under processing
  • Start has been made with processing application
  • Separate status of CAI-Asia is recurrent theme in
    fund raising for example with EU
  • Currently still (too much) confusion between what
    is CAI-Asia and what is ADB or World Bank
  • CAI-Asia Phase 2 needs to provide more clarity on
    this including the position of the CAI-Asia
    Secretariat (especially versus ADB)

8. MIS
Organizational Structure and Development
  • By 30/06/2004, improved management information
    system will be in place
  • CAI-Asia Secretariat (ADB) has made a substantive
    start with development of filing systems
  • Issues paper on comprehensive CAI-Asia budget
    prepared
  • Comprehensive CAI-Asia budget format and
    financial reporting system developed and partial
    information collected on contributions in cash
    and kind
  • CAI-Asia reporting to be improved on a project by
    project basis, with active involvement of City
    members
  • Dedicate financial officer is being recruited to
    improve financial systems
  • Complete collection of budget data and validate
    with assistance of other organizations
  • Comprehensive CAI-Asia budget 2005 to be prepared
    for discussion by ExCo in December 2004 and
    presentation to General Assembly (for

9. Evaluation
Organizational Structure and Development
  • By 30/09/2004, evaluation of CAI-Asia has been
    successfully carried out
  • Discussions with evaluation task force conducted
  • Consensus established on format of evaluation,
    start has been made with design of survey
    instrument, discussions ongoing with potential
    implementers
  • Funding for evaluation being discussed with Asian
    Development Bank and World Bank
  • Program Document for Phase 2 CAI-Asia will
    integrate results evaluation
  • Discussions will be conducted in second half of
    2004 between CAI-Asia, CAI-LAC and CAI-SSA on
    coordination and cooperation. UNEP will be
    invited to participate in the discussions ?

  • By 30/09/2004, promotional materials on CAI-Asia
    have been produced, promoted, and disseminated to
    CAI-Asia members

  • By 12/31/2004, 15 active local editors in place
    for CAI-Asia website who submit information on a
    regular basis

    expected upon establishment of local networks

3. Institutional Memory and Participative Tools
Knowledge Management
  • By 12/31/2004, CAI-Asia website is increasingly
    functioning as repository of AQM data and
    information in Asia and as a primary medium for
    exchange of information among CAI-Asia members
    and supporting organizations
  • In the process of composing member profiles for
    posting on CAI-Asia website. Response especially
    from city members, NGAs, and academe
    disappointing. Response from private sector
    members and development agencies generally okay.
  • Listserv, with 360 postings (Jan-May) is a far
    more effective communication tool than the
    website the website is still, to a large extent,
    a data repository
  • Participative tools on the CAI website still not
    fully activated
  • Dustbusters virtual working group is proof of
    effectiveness of Listserv and CAI-Asia website as
    community-building tools (http//www.cleanairnet.o

4. Benchmarking of AQM in Asia
Knowledge Management
  • By 30/06/2004, second phase of APMA/CAI-Asia
    Benchmarking study completed whereby
    cities/countries covered endorse the findings
  • Peer review committee for Benchmarking Report is
    being established
  • Review of second draft of city profiles for 22
    cities ongoing
  • Drafting of overall report in process
  • Discussions with Earthscan ongoing on publication
    of Benchmarking Report
  • Draft Final results of Benchmarking Study to be
    presented at 13th World Clean Air Congress in
    London, August 2004 Final results at BAQ 2004
  • Proposal received from Murdoch University to join
    in the implementation of AQM best practices
    study, this in cooperation with ASEAN WG on
    sustainable cities and Kitakyushu Initiative/IGES

5. Updated AQM Information
Knowledge Management
  • By 31/12/2004, update information on AQM
    available online for all second phase
    benchmarking cities and 75 of CAI-Asia member
    cities
  • Uploading of information ongoing, it is expected
    that target will be met before December 2004
  • CAI-Asia is expected to increasingly act as a
    provider of AQM data. Attention will be given to
    ensure proper sourcing of information provided.

1. New Training Courses for CATNet-Asia
Capacity Building
  • By 31/12/2004, 4 new training courses have been
    planned to develop and 2 training courses have
    been delivered under CATNet-Asia program
  • There are 4 new training courses have been
    planned to develop (1) Emission Inventory, (2)
    Impact of Air Pollution on Health and Economic
    Valuation, (3) Air Pollution Meteorology and
    Dispersion Modeling/ Receptor Modeling, and (4)
    Vehicle I/M. Only 1 courses is expected to be
    completed.
  • 2 training courses have been scheduled for
    delivery in August or later (1) Air Quality
    Monitoring Thailand, and (2) Air Pollution
    Control Technology Indonesia. Funding for
    participant support is still under request.
  • Timeframe of 2004 course delivery is subjected
    to revision because the new course development
    has to be completed before delivery of the
    courses.

2. Training Organizations
Capacity Building
By 31/12/2004, there are a minimum of 7 training
organizations actually participating in
CATNet-Asia, 5 within Asia and 2 outside Asia
  • No additional organizations have joined
    CATNet-Asia. However, proposal has been submitted
    to EU Asia Urbs Program by SEI, University of
    York, and Thailand Pollution Control Department
    to support training for less developed countries
    on AQM
  • CAI-Asia has been invited by US-EPA IES program
    to work together in organizing an IES training
    program in China (late 2004 or early 2005). This
    could be under CATNet umbrella
  • Discussions are planned for second half of 2004
    with CAI-LAC and CAI-SSA to have joint training
    activities to overcome problem of funding for
    trainees
  • Cooperation between CATNet Asia Secretariat and
    CAI-Asia Secretariat to be reviewed/improved

3. CATNET-Asia - Distance Learning
Capacity Building
  • By 31/12/2004, there will be a minimum of 3
    training delivered under the urban air quality
    management course of the distance learning
    component of CATNet-Asia
  • A pilot fund was created by the World Bank
    Institute for CATNET-Asia member institutions
    interested in delivering UAQM-DL.
  • Thus far, two institutions have been awarded
    funding for delivery this year Bandung Institute
    of Technology (ITB), Indonesia, and Pakistan
    Environmental Protection Agency (NEAP-SP),
    Pakistan.
  • The course is also expected to be delivered in
    China this year via Tsinghua University, PRC. All
    materials have been translated and localized for
    delivery.
  • WBI is still accepting submissions and additional
    applications are expected for course delivery
    this year

4. Fuel Quality Strategy Development
Capacity Building
By 30/09/2004, 4 out of 5 participating countries
in fuel quality strategy training have developed
action plans whereby in 2 cases implementation
has started
  • Project almost completed draft fuel quality
    strategies manual published on CAI-Asia website
    (http//www.cleanairnet.org/caiasia/1412/article-5
    8140.html) . Manual is undergoing final editing.
  • Dedicated workshop conducted in Vietnam by
    USAID/US-AEP Vietnam on the detailed formulation
    and implementation of action plan on fuel quality
    and vehicle emission standards
  • Scoping study for refinery modification in Sri
    Lanka ongoing
  • Ad hoc follow-up in the Philippines (move to Euro
    2 standards)

5. Strengthening of I/M in Asia
Capacity Building
A focused capacity-building program on inspection
and maintenance has been formulated and
implementation has started involving a minimum of
four countries
  • Discussions ongoing with private sector members
    on scope and format of I/M project, including
    additional funding for implementation of project
  • WB has pledged inputs of one I/M expert
  • Continuation influenced by discussion on note on
    private sector participation in implementation of
    CAI-Asia projects

6. South-South Cooperation
Capacity Building
  • By 31/12/2004, South-South Exchange Program is
    functioning and at least 8 exchange visits have
    taken place
  • Concept developed and circulated to ExCo members
    and positive comments received
  • Following approval by ExCo, start with
    implementation of program in 2nd half of 2004
  • Scale of implementation in 2004 will depend on
    availability of funds (private sector
    contribution)

1. Strategic Framework for AQM
Regional Policy and Standards
By 31/12/2004, the Strategic Framework for Air
Quality Management is endorsed by regional
organizations and disseminated among CAI-Asia
members and utilized as basis for air quality
management strategy formulation or strengthening
by at least 5 CAI-Asia members
  • Strategic framework has been finalized and
    presented in side event at the UNEP
    GCSS-VIII/GMEF, Jeju, Korea (March 2004)
  • Copies will be distributed to all CAI-Asia
    members final version available on CAI-Asia
    website (http//www.cleanairnet.org/caiasia/1412/a
    rticle-58180.html)
  • Discussions are ongoing with APMA on possible
    joint projects to implement the Strategic
    Framework

2. Oil Industry Dialogue
Regional Policy and Standards
  • By 30/09/2004, dialogue has been completed
    resulting in a consensus on recommendations to be
    presented to decision-makers on cleaner fuels and
    associated vehicle technologies in Asia and
    consensus established on second phase of oil
    industry CAI-Asia dialogue
  • TOR for oil dialogue finalized
  • Work ongoing on the formulation of background
    paper covering rationale for fuel improvement,
    relationship fuel-vehicle, and cost of fuel
    improvement as well as incentives for adoption of
    cleaner fuels.
  • Consultations with vehicle industry in Japan
    planned for July 2004
  • Dedicated TWG for CAI-Asia involvement in the oil
    industry dialogue needs to be established
    possible membership (World Bank, ADB, USEPA,
    IPIECA, PCD Thailand, SIAM, Energy Foundation)

3. Regional Coordination
Regional Policy and Standards
By 31/12/2004, regular consultations have been
conducted with other relevant organizations and
initiatives related to AQM in Asia, resulting in
a regional coordination meeting as well as
meetings in Japan, Europe, and USA
  • Survey of regional initiatives and programs on
    AQM conducted and presented at regional
    coordination meeting in Bangkok, 16 June
  • Regional dialogue with Japanese stakeholders
    scheduled for 22-23 July
  • Regional dialogue with European stakeholders
    scheduled for August 2004 in conjunction with the
    13th World Clean Air Congress
  • Regional dialogue with North American
    stakeholders planned for June 2004 in conjunction
    with the AWMA conference
  • To increase ownership of key decision-makers
    (city and NGA) in Asia for outcome of regional
    consultations, joint CAI-Asia country
    consultations planned in 2004

1. Facilitate AQM Strategies
Integrated Air Quality Strategies
  • By 31/12/2004, more than half of CAI-Asia cities
    intensify AQM in 2004 through either formulation
    or adoption of (revised) AQM strategy or by
    increasing AQM budgets or by adopting additional
    AQM legislation
  • So far, discussions conducted by CAI-Asia
    Secretariat in Ho Chi Minh City, Karachi, Lahore,
    Colombo, Manila, Jakarta, and Hanoi on the
    development of prioritized action plans
  • Tracking system needs to be developed with basic
    indicators for monitoring this performance
    standard. This can be based on the information
    collected in the Benchmarking Study

    the Developing Countries of Asia" presented at
    the Hanoi Vehicles and Fuels Workshop and

Pilot Projects
  • 2nd planning meeting held in February 2004 in
    Bangkok. Meeting documents are available at the

  • Baseline data already collected
  • Project will develop driving cycle for Bangkok,
    develop emission factors, and analyse options for
    in-use diesel vehicles as well as for transport,

Pilot Projects
  • Draft report has been submitted by Mario Camarsa
    and has been peer reviewed
  • Comments have been summarized and proposals on
    how to deal with the comments have been presented
    by Mr. Camarsa
  • Final report will be posted on the CAI-Asia
    website

Transport in Asia
Pilot Projects
  • Partnership among EMBARQ, ADB and three Asian
    cities (Hanoi, Xian, and an Indian city
    (Bangalore) to be confirmed) formed
  • Reference group established
  • Interactive Workshop to be held in August 31 to
    September 4, 2004
  • Aug. 31-Sept 2. EMBARQ and ADB, together with the
    city mentors will go through the meaning of
    sustainable transport, the type of various
    indicators and how relevant data have been
    calculated
  • Sept 3-4. The participants, which includes a
    number of world-renown experts invited specially
    for this Workshop, will develop a Strategic
    Framework for sustainable transport that could be
    used for a wider group of cities in Asia.
