1980 called for the establishment of an ORTA in
each major federal laboratory. - Functions

- Prepare assessment for selected RD projects
which may have commercial potential - Provide and disseminate information on federally
owned or originated products, processes, and
services with potential application to state and
local govts and private industry - Cooperate with the National Technical Information
Services (NTIS), the Federal Laboratory
Consortium (FLC) and other organizations - Provide technical assistance to state and local
govts. - Participate in local, regional and state programs
designed to facilitate or stimulate the transfer
of technology.
