    1980 called for the establishment of an ORTA in
    each major federal laboratory.

ORTA functions per 15 USC 3710
  • Prepare assessment for selected RD projects
    which may have commercial potential
  • Provide and disseminate information on federally
    owned or originated products, processes, and
    services with potential application to state and
    local govts and private industry
  • Cooperate with the National Technical Information
    Services (NTIS), the Federal Laboratory
    Consortium (FLC) and other organizations
  • Provide technical assistance to state and local
    govts.
  • Participate in local, regional and state programs
    designed to facilitate or stimulate the transfer
    of technology.

(CRADAs)
  • Primary instrument for federal technology
    transfer
  • Authorized by federal statute, Title 15, Chapter
    63, section 3710
  • Not a contract (cooperative agreement or grant)
  • IT IS Mutual assent to work collaboratively
    with a nonfederal party

    but not from Federal party. Cannot send federal
