Background

• This has been the status for several years due to
  long term co-operation with marine authorities
  made possible by a strong scout movement.
• The scouting association was long time the only
  association qualifying by showing up one
  certificate without supplementary conditions
• The status was formalized in 2004-2005 following
  an audit by FMA of all yachting associations
  training programs. Today several certificates by
  different associations qualify.

The road official recognition

• There is a consultative committee under the
  ministry of transportation and communication for
  yachting and boating issues (from now on
  yachting), which has been of central relevance
• The consultative committee has provided a direct
  gateway between FMA and the associations
• Tasks
• Co-operation forum between authorities and
  yachting associations
• Promote sea safety and training
• Provide professi0nal opinions on yachting
  safety, environmental issues, yachting
  technology, national and EU legislation etc.

• Members are representatives for yachting
  authorities and associations, including Seascouts
  (member Sami Laine, reserve Noora Paatero)
• 3-4 annual meetings, actual work is performed in
  workgroups (Sami is member of the Sea safety
  group)

• One of FMA's wishes a couple of years ago was to
  increase the involvement of yachting associations
  in the granting process of ICC
• All associations programs where audited including
  the seascout skipper course in 2005
