Current Status of PDPS

• PDPS is at capacity
• The National Driver Register program will be 50
  years old in 2010
• The current release of the PDPS is 18-years old
• NDR processed 100M State and Federal transactions
  in 2008
• 86 increase in use from 2002 to 2008
• Transaction processing bogs down at 25-30 msgs
  per second

Why Processing Demands are Increasing

• The Motor Carrier Safety Improvement Act (MCSIA)
  
• Requires States to check PDPS on all license
  renewals
• Initial analysis of effects was an expected 50
  increase that was reached in 2008
• Increase in use from Federal Agencies
• Additional feds inquiring about access DOD, FBI,
  DOJ.
• Real ID Act? Pass ID?

Short Term PDPS Solutions

• Configuration changes to existing software
• Regulating the number of transactions starting in
  system
• Renegotiating current time share contract
• Seeking favorable terms for upgrading mainframe
  processor
• Delay re-competition for the timeshare contract
  (time consuming and expensive)
• Complete modernization at current site

• NDRs modernization effort for PDPS
• Modern programming language

• System is scalable for anticipated future
  increases (Real ID, Pass ID, National Security
  and Law Enforcement).
