2MISSION STATEMENT
The mission of the Oregon Competitive Employment
Project is to enhance the quality of life in
Oregon by achieving, maintaining and advancing
the competitive and inclusive employment of

3Oregon Competitive Employment Project 2009-2010
- 3rd in a series of Centers for Medicare and
Medicaid Services (CMS) funded Medicaid
Infrastructure Grants (MIG) in Oregon. Current
cycle runs through January 1 2009 December 31,
2010. - The current MIG, which is known as the
Competitive Employment Project (the Project) is
charged with addressing employment supports on a
comprehensive level. - Major initiatives for 2009-2010 include the Work
Incentives Network a national and state employer
awareness campaign around hiring people with
disabilities and activities that support
employment for people diagnosed with serious
mental illness, traumatic brain injury or a
developmental disability. - The CMS approved 2009-2010 application can be
found on the Projects website

4WORK INCENTIVES NETWORK (WIN)2009
- WIN is a free benefits and work incentives
planning service for people with - disabilities who want to obtain, maintain or
advance in employment. - WIN supports and services are provided by 10 Work
Incentive Coordinators in 6 - Oregon Centers for Independent Living across
the State. - Over 1,400 people statewide received WIN
services in 2008. - WIN staff assist people with disabilities to
- MAKE INFORMED DECISIONS about work and their
benefits - USE WORK INCENTIVES to achieve their employment
goals and - NAVIGATE THE BENEFITS SYSTEMS when they begin

5SUPPORTED EMPLOYMENT FOR PERSONS DIAGNOSED WITH
SERIOUS MENTAL ILLNESS 2009
- Continue to support The Oregon Supported
Employment Center for Excellence (OSECE). The
OSECE assists counties moving from a day
treatment to a supported employment model and
includes a peer mentoring component. - The OSECE provides technical assistance in
implementation of evidence based supported
employment models including trainings, supported
employment toolkits, site-visits, and on-going
consultation for sites across the state conducts
supported employment fidelity reviews of each
site helps establish local stakeholder groups in
each participating county to provide local
oversight and organizes a annual state-wide

6EMPLOYER ENGAGEMENT2009
- Collaborating with 26 states who have MIGs to
develop the creative message and materials for a
national employer awareness campaign on hiring
people with disabilities. - Collaborating with the Oregon Business Leadership
Network (OBLN) and the Employment Department to
develop infrastructure within the State to ensure
Oregon has the human resources needed to respond
to employers who view the national campaign. - Continued support of OBLN in various activities.
