4Mid Day Meal Scheme A brief Introduction
- started on 2nd October 1995 in the undivided
State of Madhya Pradesh. - In the beginning in Community Development blocks
food grain _at_ 100 gm/day for 20 days in a month
was given through fair price shops. - Chhattisgarh started serving hot cooked meal in
all Govt. primary schools from 1st April 2002.
Conversion cost was kept at 75 paise. - Conversion cost was increased to Re
1/beneficiery/day on 23rd February 2004.
5Highlights of State norms, Expenditure norms etc.
- Food Grains are given at the rate of 100 gm per
child per day. - Conversion cost is given at the rate of Rs 2 per
child per day. - In addition to this the State Government gives Rs
15 per cook per day for the wages of part time
cooks and helpers. - This is in addition to the conversion cost of Rs
2.50 per child per day. - The food must have at least 300 calories, and 8
to 12 gms of protein. - There are instructions that green vegetables and
dal must be given every day. - Fruit and eggs are to be given whenever
possible. Only Iodized salt is to be used for
cooking. - Vitamin A and de-worming tablets are given once
in six months, and iron folic acid tablets are
given daily with the help of health department.
6Management Structure for Implementation
- Mid-Day-Meal Scheme is implemented in schools
with the help of Village Panchayats. - The Nodal Department at the State level is School
Education Department. - Money is provided in the budget of School
Education and Tribal Development Department. - The budget control officers of the two
departments give allotment to the Zila
Panchayats. - The Chief Executive Officers of Zila Panchayats
withdraw money from the treasury, and send it to
Janpad (Block) Panchayats in their bank accounts.
7Management Structure for Implementation
- Janpad Panchayats then pass on the money to
Village Panchayats in their bank accounts. - The scheme is implemented at the school level by
village panchayats. - Village Panchayats make arrangements for cook in
schools, and procure all the material necessary
for cooking of food. - The programme is supervised by Village Panchayats
at the school level. - The School Jan Bhagidari Samiti (VEC) is also
involved in the monitoring and supervision of the
programme. - State Government has issued an order to request
the mothers of students to monitor the programme.
In urban areas, urban local bodies implement the
programme.

11Weekly menu its nutritional assessment
- rice, dal, vegetables, papad, and achar every
day - sweet or khir should be given at least twice a
weak - as far as possible seasonal fruits should be
given - Iodised salt should be used for cooking of food
- iron folic acid tablets, and vitamin A should be
given with the help of health department - at least one medical check up in a year
- wherever parents agree egg may also be given and
innovation in recipe should be encouraged. - In the current year it is proposed that the State
Government will communicate calorie and protein
content and nutritional value of common food
items to all the schools, and also indicate some
suitable recipes, so that schools can assess the
nutritional value of the food being served.

- The cost of food grains
- Supplied by GoI free of Cost
- Conversion cost including the cost of oil,
pulses, condiments, fuel etc. - _at_ Rs 2.50 per child per day to the
village panchayats. - All procurement except food grains is done
locally by village panchayats. State Government
does not interfere in this. In addition to this
cost State Government gives Rs 15 per day per
cook/helper, as wages of part time cook/helpers
to panchayats.

17- Good practices in MDM
- Old age personas covered under the Annapurna
scheme can give 3 Kgs rice to the school out of
the allotment of rice for them, and in turn can
have their meals in the school when Mid-day Meal
is served along with students. - Cooking of food through Women's self help groups
- Medical checkup, giving of iron folic acid,and
Vitamin A, and de-worming medicine. - Supervision by mothers.
- Display of menu on the wall prominently.
- Giving eggs in some districts as per choice of
the parents. - Giving green vegetables and seasonal fruits.
