On a winter morning in Bangalore, numerous senior
citizens stormed into the office's fo the Bruhat
Bangalore Mahanagara Palike (BBMP) which is the
administrative office responsible for the
infrastructural and civic assets of Greater
Bangalore's Metropolitan area. The grouse was
apathy of the municipal body towards neglect of
local public parks. Later, citizens in the
association with local schools took up the jobs
of restoring and cleaning the greenery in the
parks themselves. As there are people talking
about the smart cities, Bangalore is certainly a
smarter city. There are numerous reasons that our
citizens are generally educated well as well as
take an active part in building efficient civic
systems. The city is of the concerned citizens.
Who basically don't just look at government to do
the job. If the smart city is all about smart
urban governance, then it is about the smart
citizens. Not just about infrastructure The urban
planning experts agree that the smart city is not
about smart governance and smart urban
infrastructure but also about the smart citizens
who can basically preserve the initiatives from
the government and make the maximum use of it.
Also, in the global context, there is growing of
debates about the socio-cultural as well as
political environment along with the
preconditions of the smart cities having the
analysts those are trying to assess the role and
the extent to which groups and people get
involved in the ecosystem that is developing. For
instance, Amsterdam has devised a smarter citizen
kit for greater participation and awareness. One
of the unique features of the project is its
citizens as they are actively involved in the
measurement of air quality. Also, with the kit's
help, citizens measure humidity, pollution,
temperature, noise Co and NO2 density. The kit
manages as well as conveys the results through
internet. In the context of India, the debates
around smart cities focus primarily on the
technological and infrastructural solutions to
the urban management. One of the major
2reasons why actually urban governance in India
has been up to desired levels in the absence of
the active participation of the citizen of the
country. There was an attempt to make some
greater citizen participation with the passage of
74th Constitutional Amendment to the urban
policies like JNNURM that basically emphasized on
the involvement of the citizens. The center and
the states, however, have not been able to the
evolve mechanisms that provide the citizens with
sensible ways to participate in the
governance. Requirement of the hour It is not
about periodic meetings between the citizens and
the government agencies. In a bigger context, in
the urban India, one needs to have better
awareness about modern problems and judicious use
of the resources such as sanitation, water,
roads, electricity, healthcare, education, etc. A
smaller sample survey of the 2,000 homes in the
ten cities certainly finds that the public
engagement in modern governance is limited beyond
the symbolic voting. Also, casting vote was
confined to the national and state elections with
just 20 of respondents saying that the votes in
the ward councils and municipal elections. As
India may have some ambitious plans with smart
modern governance, the failure to provide
citizens and could render smart cities along with
world-class infrastructure and continue the urban
chaos.
