- Singapore Rice Industry is anticipated to expand
at a compound annual growth rate of XX during
the forecast period i.e. 2017-2025. The country
does not produce rice and depends entirely on the
international market for its domestic rice needs.
USDA does not show any figures for rice stocks
for Singapore imports are thus assumed to simply
match consumption (total use). The countrys rice
imports of XXX,000 tons in 2017 increase by XX
annually, and are projected to reach XXX,000 tons
by 2025. - To ensure food security, Singapore is reportedly
aiming to transform itself from being a passive
food importer into a more active contributor to
the regional and global food system through urban
agribusiness, realizing that it has little land
to grow its own food (Kassim 2011). The strategy
has four prongs (i) to accelerate research and
development (ii) to turn Singapore into an
agribusiness hub, where the private sector will
play a key role (iii) to develop Singapores own
domestic market into a test lab for urban
agriculture (e.g., rooftop farming) and (iv)
to shift toward greater local production of three
key food itemseggs, leafy vegetables, and fish
(Kassim 2011).

4Singapore Rice Industry Outlook
- As income grows, per capita rice consumption is
expected to decline as consumers substitute rice
with high-cost quality food containing more
protein and vitamins such as processed rice,
vegetables, bread, fish and meat. Japan, Taiwan
and the Republic of Korea have already made this
transition, and rest of the Asia will be making
it in proportion to the pace of their economic
growth. - Total ASEAN rice output is projected to grow at
XX annually, from nearly XX million tons in
20172018 to XX million tons by 20252025. Most
of this growth is based on improved yields,
increasing by XX annually. - The harvested area is expected to increase from
slightly more than XX million hectares in 2017 to
nearly XX million hectares by 20252025, a
marginal annual growth of only XX. While the
ASEAN rice area harvested accounts for XX of
global rice area, slightly lower yields relative
to the world average translate into a XX global
production share for ASEAN. - On average, ASEAN rice net exports accounted for
XX of the total global volume over the last
decade, and will increase to nearly XX over the
baseline. Two of the top five world rice
exporters, Thailand and Viet Nam, are both ASEAN
members, accounting for a combined XX of global
net exports.

- Singapore is ideally situated to become the hub
of an international rice futures market owing to
its political stability, geography,
infrastructure, and trading experience and
capacity. - In establishing an international rice futures
market, Singapore could also play an important
part in helping the world achieve food security,
keeping rice prices affordable for poor rice
consumers, and ensuring its own supply of rice
into the future. - Singapore has a strong institutional
infrastructure that could develop a wide network
of regulated warehouses, a system of grades and
standards, a network of licensed testing
facilities, and an enabling policy regulatory
environment needed for a successful futures
market. - An international rice futures market in Singapore
could help in price discovery and stabilization
of the global rice market. This would benefit
governments, consumers, and farmers.

- In addition to importing rice for domestic
demands, Singapore is also considered an ASEAN
commercial hub and a gateway for Vietnamese rice
to enter Indonesia, the Philippines and a number
of African markets - Over the last few years, more types of rice have
become available in Singapore, some of which
boast a reputation for being healthier. Basmati
and ponni rice, for instance, are known for their
low-glycemic index, meaning their impact on blood
sugar levels is lower. -
- The recent influx of foreigners from rice-eating
nations such as India and China may also have
fuelled the demand. There are also more types of
rice available now. The past few years had seen a
change in the main supply source. In 2013, India,
for the first time, overtook Thailand - famous
for its premium grade jasmine rice - as the
biggest rice supplier to Singapore.
