Background
  • 1998 through September 2002
  • No active volunteer SCC 10 committee(Coordination
    performed by IEEE-SA Publishing staff)
  • IEEE-SA Standards Board requested formation of a
    volunteer committee to evaluate the role and
    responsibilities of SCC 10
  • SCC 10 Chair assigned and first meeting held in
    September 2001
  • Outlined scope and purpose of committee

Scope of SCC 10
  • Provide leadership
  • Aid the sponsors
  • Establish guidelines
  • Resolve conflicts
  • Identify deprecated terms
  • Sensitize/educate sponsors/working groups
  • Assist IEEE staff in updating the IEEE Dictionary
  • Harmonize definitions with the IEVInternational
    Electrotechnical Commission ( IEC)International
    Electrotechnical Vocabulary (IEV)

  • Need to
  • Improve the quality of, and access to, our
    definitions while allowing working group to
    determine the technical content
  • Bring some consistency to definitions being used
    in IEEE documents
  • Align our definitions with international
    vocabulary to allow unimpeded adoption of our
    standards
  • Understand impact on publication of terms

SCC 10 Concerns
  • If we want to improve quality and credibility of
    IEEE documents
  • Eliminate definitions with slight variances-
    Consistency of terms where possible
  • Establish policies for when alternative
    definitions are acceptable
  • Construct network of experts to evaluate terms,
    symbols, and metric use
  • Encourage use of international terms when
    possible
  • However

  • If we say working groups determine the technical
    content, SCC 10 will not be able to
  • Eliminate duplicative definitions
  • Eliminate WG creating different definitions (Ex
    C3720.1)
  • Implement the use of international terms
  • If we say working groups determine the technical
    content , the IEEE-SASB will need to
  • Implement policy to give SCC 10 the ability to
    establish the guidelines that should be followed

  • C37.100-1992 IEEE Standard Definitions for
    Power Switchgear Reaffirmed 2001
  • C37. 20.1 IEEE Standard for Metal Enclosed
    Low-Voltage Power Circuit Breaker
    Switchgear(issued in 4Q 2002)
  • Contains Eight(8) definitions ..that differ
    from that in IEEE-Std 100-1992

The IEEE Dictionary
  • Latest edition, the Authoritative Dictionary of
    IEEE Standards Terms, published as a product of
    the Standards Information Network, IEEE Press
  • It is a compendium of IEEE Standards terms
  • Extremely expensive to publish, market, and
    distribute print
  • Weakened demand for print and CD-ROM product
  • New publication medium required
  • Need to maintain access for volunteers during
    development

The IEEE Dictionary
  • Staff is evaluating the best option for the
    distribution of Standards terms
  • In the process of designing a dictionary database
    that would allow subscription access to IEEE
    terms
  • Could incorporate tagging that would identify
  • Preferred terms
  • International terms
  • Terms within a specific area of engineering
  • Allow customized access to terms for customers
    while permitting access at no cost for developers

  • SCC 10 coordination of terms
  • SCC 10 establishes coordination during
    drafts/ballots to ensure that definitions are
    consistent with defined terms (US or
    international) and reviewed by SCC 10 area
    experts
  • Exception requests are evaluated by committee and
    coordinated with WG Chair/ Sponsor

    dictionary should be

  • Facilitation by SCC10 SCC 10 offers change
    recommendations during drafts if there are
    already existing terms (US or international), but
    decision making remains in the working group
  • However,Technical input from SCC 10 without Board
    authorization
  • Would become ineffective and meaningless without
    a mechanism to require use of existing or
    international terms or consistency across IEEE

True IEEE Dictionary
  • Significant resources would have to be expended
    to hire lexicographer and get experts from
    various areas.
  • SCC-10 provides Expert Guidance and Consultation
  • May become commercially attractive to users as a
    reference guide
  • Harmonization/inclusion of IEC vocabulary

SCC-10 Recommendations
  • Request Authorization from the IEEE-SASB for
    Coordination Role as explained.
  • SCC-10 Determines how the process can be aligned
    to produce the end product wanted
  • Establish expert network and document the working
    procedures of SCC 10
  • Implement changes to governing documents
  • Communicate process changes to working groups
  • Type 2 Status to ballot new terms and harmonize
    with IEC terms where feasible

SCC-10 Motion 1
  • That SCC-10 be authorized to Review and comment
    on terms and definitions in draft standards that
    ultimately come to RevCom for recommending
    approval to the IEEE-SASB for compliance with
    the policies and procedures of SCC10

  • SCC- 10 be changed from a Type 1 SCC to a Type 2
    SCC per the definition in the IEEE-SA Board
    Operations manual
