The Problem
  • Governments in developed countries intend to
    limit carbon dioxide (CO2) emissions
  • This will have serious consequences for industry
    and the public

3
Probable results
  • Failed businesses and massive unemployment
  • Higher prices and lower services
  • Shortage of energy and resources
  • Increased damage to the environment
  • Reduced quality of life now and in the future
  • Widespread social discontent

4
How can we stop this happening? Firstly, we must
understand its cause
5
The Cause
  • Governments believe that CO2 must be reduced to
    achieve political success
  • They think that the public will support CO2
    controls to stop climate change
  • Most mass media support CO2 controls
  • Lobby groups have successfully pushed the
    climate change agenda
  • Science has little influence on climate policy

6
The Cause
  • Governments and politicians want to be seen as
    strong leaders
  • They need big problems to tackle that they
    alone can solve

7
The Cause
The whole aim of practical politics is to keep
the populace alarmed (and hence clamorous to be
led to safety) by menacing it with an endless
series of hobgoblins, all of them imaginary. H.
L. MenckenUS editor (1880 - 1956)
8
Underlying factors -1
  • Public are believed to support CO2 controls
  • The public, politicians and media are fed with
poll results that appear to show strong public
    support for CO2 control
  • But poll reporting is usually biased
  • Media endorse polls that support climate
alarmism, while ignoring those that do not

9
US Public opinion about scientists beliefs about
global warming Yale University poll released in
September 2007

scientists believe it is happening is not
happening a lot of disagreement
dont know
10
Media ignored Yale survey
  • Instead reported heavily on a BBC poll
  • An average of 79 of respondents to the BBC
survey agreed that "human activity, including
industry and transportation, is a significant
cause of climate change Nine out of 10 people
said action was necessary, with two-thirds of
people going further, saying "it is necessary to
take major steps starting very soon".

11
Media missed
BBC poll Among those who indicate they have
heard nothing at all about global warming, only
47 support significant measures. -
Illustrates how many respondents give answers
desired by the pollster
12
Underlying factors - 1
  • Poll results are distorted because
  • most are push polls and ask loaded questions
designed to support the sponsors views
  • biased interpretations of poll results
  • Yet, the public believe polls reflect public
opinion and that media reports on the poll are
    objective

13
Underlying factors - 2
  • Most mass media support savage CO2 controls
    because
  • they believe human-caused climate change is a
    serious threat requiring desperate remedies
  • many reporters are left leaning social crusaders
  • media also want to be noticed and influential
  • future catastrophe sells media, advertising and
    increases profits

14
Underlying factors - 3
  • Lobby groups have pushed climate change
    successfully
  • They are experts in communication through mass
media, advertising and grass roots campaigns
  • They have infiltrated our school systems with
    green propaganda
  • They are experts in political lobbying

15
Underlying factors - 3
  • Enviro lobby groups succeed because
  • they dont give up, and happily work for years
at low or no pay for future results
  • they are well-coordinated internationally
  • they are heavily funded
  • they are fearless, aggressive and, in many
    cases, fanatical

16
Underlying factors - 4
  • Climate policy has little to do with science
  • Most of the public and media have little
    understanding of science
  • They rely on media reports or government press
    announcements
  • Most scientists avoid publicity, media, lobbying

17
Winning the war against climate alarmism
  • Must professionally counter underlying factors
  • Specifically, we must

18
Winning the war against climate alarmism
1 Continue to sway public opinion and then
measure and report on that opinion in a fashion
seen to be trustworthy 2 Continue to help
educate media and design media friendly
communications material and techniques 3 Engage
in intensive lobbying, using the tools of the
pros 4 Continue to conduct good science, and
promote its use in the development of climate
policy
19
Groups doing much of this
  • Besides individual scientists conducting and
    reporting on new research
  • Friends of Science
  • New Zealand Climate Science Coalition
  • Heartland Institute
  • SEPP, NRSP, Lavoisier Group, CATO, Carbon Sense,
John Daly for many years, etc

20
Components missing
  • Regular, high impact media coverage of the
findings of leading climate realist scientists
  • A high degree of information sharing and
    cooperation between realist groups
  • Grass roots organizations and coordinated local
    activism
  • Unbiased public opinion polling and subsequent
    press coverage

21
ICSC will fill much of this void
Mission statement ICSC is an international
association of scientists, economists and energy
and policy experts working to promote better
public understanding of climate change science
and policy worldwide. ICSC is committed to
providing a highly credible alternative to the
UN's Intergovernmental Panel on Climate Change
(IPCC) thereby fostering a more rational, open
discussion about climate issues.
22
Principle ICSC Objectives
  • Bring together independent experts in climate
science and its related disciplines to
    counter-balance climate alarmism, particularly
    the IPCC
  • Sway public opinion, as well as perceptions of
public opinion, against costly climate control
    plans

23
ICSC will demonstrate
  • how activists, media, governments and the UN
    have misrepresented
  • the current state of climate science
  • the opinions of climate experts
  • public perception of climate science
  • the serious mistakes in IPCC documents
  • the consequences of bad climate policy decisions

24
ICSC Strategies
  • Work with existing climate realist groups to
foster a new level of international cooperation
    and information sharing
  • ICSC will act as a true coalition of existing
    realist organizations, without threatening their
    separate identities, objectives or independence

25
ICSC Strategies
  • Develop partnerships with kindred organizations,
recruiting some to be national ICSC offices
  • Assisting allied groups in the distribution of
    information and sharing opportunities
  • Foster interoperability and cohesion within the
    worldwide climate realist community
  • Act as a catalyst to encourage citizens to push
governments to re-evaluate severe CO2 controls

26
ICSC Tactics
  • Work with ICSC experts and volunteers to
  • create documents that will significantly impact
mass media, the general public and governments
  • promulgate, via the press, Web and special
reports, the actual conclusions of IPCC
    scientists

27
ICSC Tactics
  • Work with ICSC experts and volunteers to
  • critique IPCC technical reports
  • organize the expert community to respond quickly
to new challenges - IPCC reports, announcements,
and major media and government initiatives

28
ICSC Tactics
  • Publicity campaigns for maximum attention from
media, the general public and governments
  • Conduct and publicize opinion polling
  • Use the ICSC Website to
  • provide an information portal to the worldwide
    climate change debate
  • operate as a linking gateway to help allies
    expand their reach

29
ICSC Participants
  • Administrative Group
  • Founding Chairman and Director
  • Terry Dunleavy, MBE, JP, New Zealand
  • Director Dr. Emma Gibbs, New Zealand
  • Secretary Bryan Leyland, M.Sc., New Zealand
  • Executive Director Tom Harris, M. Eng., Canada

30
ICSC Participants
  • Advisory Boards
  • Two panels of distinguished scientists and
policy experts from more than a dozen countries
  • Consultant Advisers
  • Provide expert science and policy advice

31
Climate scare is vulnerable
  • Besides science, other factors working in our
    favour
  • Public realization
  • Inequities of UN-imposed emissions limits
  • Costs to implement CO2 restrictions
  • Kyoto Protocol Failure
  • Climate campaigners overplaying their hand

32
Climate scare is vulnerable
  • Alarmist funding is soft
  • Without government support, it is dependent upon
charitable giving and fickle personal donations
  • Humanitarian crises can cause dramatic funding
    fluxes
  •
  • ENGOs thus increasingly appealing to Government
for funding, support that can dry up quickly

33
Climate scare is vulnerable
CONTINUED GLOBAL COOLING!
34
ICSC accelerating the collapse of climate
alarmism
  • A strategic, well-coordinated worldwide effort
from climate realists is needed now!
