- Slovenia as a new Member State of the European
Union will increase the percentage of its GNI for
ODA (Official Development Aid) - 0.17 GNI (by 2010) and 0.33 GNI (by 2015)

- Slovenia officially became a donor country in
2004. - In 2005, Slovenia donated almost SIT 6.7 billion
for ODA, which accounts for 0.11 of its GNI.

- To reach the Barcelona commitments by 2010,
Slovenia has to ensure additional SIT 4 billion
for ODA per year. - Additional funds have to be ensured by 2015, when
Slovenia must reach the goal of 0.33 of its GNI.
6International Development Cooperation Act
- Adopted by the Slovenian Parliament on 23 June
2006 - Regulates international development, by setting
the goals, policies, priorities and
recommendations. - A Strategy and Resolution as the basic strategic
document in the field of development cooperation
are being drafted on the basis of this Act.
7International Development Cooperation Act
- International Development Cooperation shall be
planned and implemented on the basis of the
Resolution on Int. Dev. Coop. - the Resolution will be based on the Slovenian
Development Strategy - the Resolution will be adopted by the Parliament
on the proposal of the Government of RS

- National Coordinator for Int. Dev. Coop. is the
Ministry of Foreign Affairs - the Government will appoint an interministerial
working body, chaired by a representative of the
MFA and tasked with planning, coordinating and
monitoring the implementation and evaluating Int.
Dev. Coop.

- Council of Experts for Int. Dev. Coop. has been
established with the aim of drafting the
Resolution and advising on Int. Dev. Coop. - Council of Experts is composed of
representatives of the ministries involved in the
implementation of Int. Dev. Coop.,
representatives of the Providers of Int. Dev.
Coop., Experts in Int. Dev. Coop. and
representatives of chambers of commerce and other
legal entities

- - in the future probably also one or
two African States. - implementation through the International Trust
Fund for Demining (ITF), Center for Excellence in
Finance, Foundation Together, Center for European
Perspective, International Center for Promotion
of Enterprises (ICPE).

- EU
- 4.63 of Slovenias contribution to the EU budget
goes for ODA. (SIT 3.1 billion in 2005). - Slovenia will contribute 0.18 to the 10th EDF
( 40.8 mio in 6 years).

- UN and its agencies, programmes and activities,
such as the UNIDO, UNESCO, FAO, WHO and other
operational programmes and funds (UNDP, UNICEF,
UNCHR, UNIFEM, UNFPA, Democracy Fund...).
15Humanitarian Assistance
- assistance provided in the case of natural and
other disasters, armed conflicts or in urgent
cases of such an extent that cannot be handled by
the affected region or country alone - not discriminatory
- independent of foreign policy goals of donor
countries
16Humanitarian Assistance of Slovenia
- SI intervenes through international humanitarian
organizations (UNHCR, OCHA, International
Federation of Red Cross and Red Crescent
Societies, Karitas, Médecins sans Frontiers, ITF
and Human Security Network) - In 2005, Slovenia donated SIT 137,595,000.00 for
humanitarian assistance to ODA beneficiary
states.
