How Many Measures?
  • 3 All-Youth measures.
  • Also referred to as Youth Common Measures in
    accordance with U.S. DOLs common measures
    policy.
  • Apply to youth ages 14 21.

What Are the Measures?
  • Placement in Employment or Education Rate
  • Attainment of Degree or Certificate Rate
  • Literacy and Numeracy Gains (out-of-school, basic
    skills deficient youth only)

Placement in Employment or Education
  • Of those who are not in post-secondary education
    or employment (including military) at the date of
    participation
  • Number of youth who are in employment or enrolled
    in PSE and/or advanced training/occupational
    skills training in the first quarter after exit
    divided by number of youth who exit during the
    quarter.

  • Who is included?
  • Youth ages 14 21.
  • Youth who are not in PSE and/or advanced
    training/occupational skills training, employment
    (inc. military) at date of participation.
  • Youth who remain in secondary school at exit.

    participation or at any time during participation
    in the program
  • Number of youth who attain a diploma, GED or
    certificate by the end of the third quarter after
    exit divided by the number of youth who exit
    during the quarter.

Literacy and Numeracy Gain
  • Of those out-of-school youth who are basic skills
    deficient
  • Number of youth who increase one or more
    educational functioning levels divided by number
    of youth who complete a year in the program plus
    the number of youth who exit before completing a
    year in the program.

  • Out-of-school, basic skills deficient youth.
  • Youth who complete a full year from the date of
    first youth service.
  • Youth who exit before completing a full year from
    the date of first youth service.

  • In-school youth.
  • Youth in design framework activities only.
  • Out-of-school youth who are not basic skills
    deficient.
  • Youth who have a documented exclusion.
  • Youth who exit before completing the first,
    second or third full year of participation.

  • Real time measure.
  • Youth must be tested within 6 months prior to
    date of first youth service or 60 days of first
    youth service.
  • Date of first service may be different from
    participation date if youth is co-enrolled in
    Adult or DW programs.
  • Youth who are deficient in both reading and math
    skills only need to achieve a gain in one of
    these areas to be counted in the numerator.

  • Only DOL-approved assessment instruments can be
    used unless youth is disabled.
  • Pre- and post- test must use the same instrument.
  • Youth with disabilities may be granted reasonable
    accommodations for testing. Alternative,
    State-approved instruments may be used if
    approved by DWS and DPI.

  • Results are expected to be very low. WDBs should
    not attempt to control the measure by only
    enrolling youth who are guaranteed to succeed.
  • Demonstrates program success in helping youth
    achieve measurable improvements in reading and
    math skills in accordance with Presidents No
    Child Left Behind program.
