Update from HQ
  • More info after ARES meetings at Dayton
  • Advanced Emergency Communications Course
  • Combines old Level 2 and Level 3
  • Available 4Q 09
  • ARRL is working with DHS to meet their guidelines
    for approved courses.

  • ARRL Digital Technology for Emergency
    Communications Course available from HQ on CD for
    50.
  • HQ ARES database abandoned.
  • No Red Cross MOU yet.
  • More pressure to integrate ICS-213, but nothing
    yet.
  • Need more focus on NTS.

  • New manager Tarheel Net KD4IMA. Net web page
    under development.
  • 13 county EC positions and Charlotte SKYWARN EC
    currently open.
  • SET results in July QST.
  • N4TABs ICS-213 training available on
    www.wakeares.org.
  • Growing interest in providing backup
    communications for hospitals (CARES, et. al.).

  • Request for Carolinas Regional Blood Center for
    inclusion in their emergency plan.
  • Preparing for June emergency management drill.

Update on Digital Study Group
  • Chaired by former NC Section Manager John
    Covington, W4CC.
  • Email discussion reflector established.
  • Discussing pros and cons of various modes for
    emcomm use.
  • KD4GCFs node map is on Google. Need more info!
  • Final report due at October state ARES meeting.
  • Server resources established for web info.

  • Objectives
  • Analyze and document current state of packet
    communications in NC section.
  • Identify gaps that prevent passing traffic within
    the section.
  • Make equipment and software recommendations to
    local clubs and ARES groups.

ARRL Mutual Aid Protocol
  • Interested volunteers should make their
    availability known to their home Section Manager
    and Section Emergency Coordinator.
  • The impacted Section(s) and ARRL HQ will post
    staffing requests to the SM, SEC and the storm
    Volunteer web page. A brief, specific description
    of what is requested will be listed.
  • SMs and SECs that have volunteers that are
    available will contact the requesting Section
    point of contact (POC) listed in the request.
  • The requesting Section POC will determine the
    viability of the resource offering and have the
    final decision on acceptance.
  • Once the request has been filled, a new posting
    to both e-mail lists and the web page will be
    made.

ARRL Mutual Aid Protocol
  • Specific reporting details will be provided by
    the Section POC.
  • Requesting Sections will utilize the closest ARES
    resources first
  • ARES volunteers not cleared by the requesting POC
    will not be accepted or allowed entry into the
    disaster area.
