(1) The definition of operational information
Operational information can be defined 4
categories as the following.
1.Process information Operation
plan/Operation procedure/design
2.Operation result information The Telemetry
data sent from a satellite/ The command data to a
satellite/ Orbital determination value /
Satellite simulation data

73. Consideration item
(1) For high reliability of operation
Satellite operation positions which operate a
satellite consist of satellite control, ground
network control, and orbital dynamics. In order
to perform reliable operation, Informational
sharing / visualization are needed for operation
by team.

(2) For Management in emergency
In emergency, urgent correspondence becomes
complication because of a satellite complexity.
Moreover, the connection to several places etc.
becomes complicated. The level of state of
emergency is defined beforehand. In emergency,
the urgent level can be recognized with the
classified operational information. The
necessary information (Responsibility and
understanding range for information) of for
each position can be definition by classified
information.
Responsibility and understanding range for
information
-Gathering a lot of information at each
position -Recognition of urgent level with
information

-Urgent operation of satellite -Urgent operation
of ground system -Urgent call/report

114. Visible operation concept
The operation information management system are
needed to share and visualize operational
information. Sharing and the visualized
operational information are distributed to the
necessary personnel including an operation staffs
in charge, an operator, and all the operation
staffs concerned if needed. Moreover, the
operation information for every operation
position is also sharable. By the operational
information management system, it is visualized
and, as for information required for operation,
sharing and the information according to an
operation staffs responsibility are distributed.
124. Visible operation concept
(2) Classification of information
- The operational information can be classified as
follows.
134. Visible operation concept
- Operational information can be defined as
levels 1-4, and an operation information
management system offers information according to
the level.
- Operation process information is fundamental
directions information on operation. Therefore,
information is offered before operation to an
operation staffs . - Operation result information
is Telemetry data / command data, It is always
provided for an operation staffs. - Management
information is information, such as operation
staffs schedule change information and urgent
connection information. Those information is
effective in especially an off-nominal. -
Operation history information is the Operation
history / the fault information on past.
Especially those information is offered by demand
of the persons concerned.

(3) Responsibility and understanding range for
information
The information understanding range is as wide as
a position with heavy responsibility. On the
contrary, the understanding range of
informational is as narrow as a position with
light responsibility. However, as for the
position with informational narrow understanding,
what the informational depth becomes deep is
expected. The necessary personnel only treating
the information that an information level is low
is an operator. An information level goes up
those who have taken the post of a responsible
position.

155. Example of system configuration
As a system concept, for informational sharing /
visualization, a terminal will be installed in
the operation room, and information will be
displayed. In addition, this system concept is
considered for this the new utilization of
operational information. Therefore, the further
conceptual study also including implementability
is required.
?Requirements? (1) Correspondence to the
improvement in operation quality. (2) management
in emergency . (3) Rationalization and
validation of the whole operation.

166. Conclusions
Realization conceptual study of low cost has been
tackled we maintaining high operations quality
about a satellite operation system with
advancement of a satellite, and development of
information communication technology. In the
conceptual study process, informational sharing
and visualization were attained, and the new
operation concept Visible Operations" called in
it understanding range of an information level
setup / responsibility, and information in an
informational layered structure was created. The
further conceptual study is required so that a
new operation concept can be systematized as
reflection to future satellite operation systems
development.
