Summary of Responses
  • 18 responses total
  • 11 generation, 3 demand response, 2 other
    sources, 2 general comments or proposals
  • Generation sources inside and outside BPA BA
  • Some proposals described potential future
    capability
  • Difficult to summarize quantity available not
    all specified by month, some future capability
    estimates were not clear.
  • There could be up to 300-700 MW load following
    available in the near term generally more inc
    than dec available.
  • There could be up to 700-1300 reg down and
    300-500 reg up available in the near term.
  • Few responses provided specific pricing
    information several described methodology
    unclear how many RFI proposals may be
    cost-effective compared to FCRPS supply

Scope Decisions
  • Design pilot project during FY09
  • Focus on a few proposals from RFI
  • Use the pilot to clarify/resolve design issues
    and test capability, ease of implementation and
    cost-effectiveness
  • Implement pilot in FY2010 (may contract earlier)
  • Results of pilot will inform long term program
    design and cost assessment
