Congressman Skelton Counterinsurgency Chair
  • Member of CGSC faculty that provides expertise,
    promotes dialogue and linkages to various
    organizations relating to the subject of
    Counterinsurgency.
  • Combined Arms Center Linkages (Lessons Learned,
    Best Practices, etc)
  • Educational Linkages (Joint, Service,
    Universities, Colleges, etc)
  • Centers of Excellence supporting COIN (DOD,
    DOS, Joint, etc)
  • Draft legislation proposal includes funding
    (150,000 a year to include out years)
  • CAC Commanders goal is to complete legislation
    and announce at CGSOC Graduation 16 Jun 06

Increase Interagency Participation

  • OPMEP does not grant fellowships authority to

  • CGSC is staffing a proposal to establish AOASF as
    a JPME-II course

Advanced Operational Arts and Studies Fellowship
(AOASF)
  • Produces competent senior leaders who
  • Understand and can leverage the multi-national,
    joint, and interagency contemporary operational
    environment for accomplishment of national
    security objectives, including success in current
    operations
  • Are knowledgeable of joint doctrine for
    theater-strategic and JTF planning
  • Can apply land power, air power, maritime,
    special operations, and information components of
    modern operations
  • Are confident in their ability to plan large
    formation operations across the spectrum of
    conflict
  • Can lead planning groups, to include teaching
    and mentoring junior officers, in appropriate
    planning skills and tactical, operational, and
    theater-strategic analysis
