5HISTORY OF BILBAO
Bilbao was founded on 15 June 1300 by Don Diego
López de Haro on a Carta Puebla or Charter
setting out the trade monopoly along the
river. The 7 streets of the old part of the city
were built in 1442. The mines, forges and
shipbuilding facilities were on the left bank of
the river, and the warehouses on the
right. Bilbao was the Basque Countrys main port
during the 16th century, and a trading house was
set up Consulado Casa de Contratación Juzgado
de hombres de negocio de mar y de tierra y
Universidad de Bilbao.
During the 19th century Bilbao became the capital
city of Bizkaia, the first railways began to
operate, Banco de Bilbao commenced operations, as
did the Stock Exchange, iron and steel works and
the shipbuilding industry. The 20th century
witnessed the arrival of the blast furnace
facility Altos Hornos de Bizkaia, Caja de Ahorros
Municipal savings bank and the Trade Fair.
Thousands of emigrants arrived during the upsurge
in industrial activity, and new districts of the
city were built without proper planning. Industry
slumped against competition from other emerging
countries during the 1970s, and this caused a
drastic reconversion process and rising
unemployment against a backdrop of industry in
decline. The strategy to overcome this crisis was
a move by the city to the tertiary sector,
offering quality services, encouraging cultural
activities, carrying out a process of
architectural regeneration, implementing a new
business framework around new technology and RD,
and attracting major fashion houses.

Estuary Maritime Museum was opened recently. Its
27,000 m2 of former dockyard space houses the
craft forming part of its Vessel Collection, the
Pumping Unit and the Carola Crane. Archaeology
Museum, Basque Historical and Ethnographic
Museum, Reproductions Museum, Museo Sacro, Music
School and Theatrical Resources Unit. Future
projects in Bilbao La Alhóndiga and Campos
Elíseos theatre.

MAIN OBJECTIVE Increase the opportunities of
access to employment for the unemployed in Bilbao.
- Via a number of specific objectives

25Action and Resources for the Long-Term Unemployed
The long-term unemployed have available to them
all the services and resources on offer from the
Bilbao Town Hall Development Agency for
employment in business or self-employment.
- Individual introductory interviews and social and
employment diagnosis. - A personalised plan for job insertion and
guidance during the search for employment or in a
self-employment situation. - Training to acquire competence.
- Experience programmes as transit from long-term
unemployment to normal employment. - Training combined with protected contracts to
acquire competence in a real work post. - Miscellaneous workshops computer and Internet
literacy, motivation towards employment ... - comprehensive jobhunting resources centre.
- Intermediation. Management of job offers from
local companies.
26SPECIFIC TRAINING PROGRAMMES BY GROUPS
- For the long-term unemployed dealt with by the
Employment Service there are two large
categories, as follows - Group 1 No previous job experience (except
submerged employment), with little experience
and/or with experience which is of little
significance from the point of view of quality. - Group 2 With few possibilities for insertion
(despite previous job experience in many cases).
The most disfavoured. - The specific training activities are
- For Group 1 Training-employment programmes
combining the learning of professional skills
required in the job market with contracts to
acquire work experience and work-related habits.
Particularly women returning to the scheme,
those with no qualifications, those with
qualifications experiencing no demand, ethnic
minorities and immigrants. - For Group 2 "Protected" employment within the
scope of local administration (generally
alternating with social income). Particularly
those over 45 years old, women on their own and
women on their own with parents and children,
immigrants, ex-drug addicts - those who are
