PR Builder
  • Creating a Purchase Request

  • In order to make a purchase request you must have
    the Requirement User role. If so first click on
    a silver cabinet icon located on the left side.
    If you do not have a cabinet just click on
    Options and create a new cabinet.

  • Now go up to the toolbar and go to Create PR and
    click on EZPR.

  • Now you need to assign your Requisition a number.
    The only thing you should be changing is the
    LAST 5 DIGITS, they can be alpha or numeric.
    Then click the Register PR Button.

  • First is the Basic information section. The Alt
    Doc. Number is were you can place the old style
    requisition number (ie M67400-0123-1234). Note
    This number will not be used for Committing
    funds.

  • PR Name is a brief description of the purchase.
    Sole Source block can be checked if it is, just
    remember to justify. Priority click on the drop
    arrow and choose. 09 and below must be justified
    in the Priority Justification block.

  • FMF Units fall under the Force Activity
    Designator (FAD) II. The only priorities that
    are allowed on PRs will be for Urgency of Need
    Designator (UND) A 02, B 05, and C 12.
  • MCB Units fall under FAD IV, therefore the only
    priorities allowed are for UND A 07, B 09, and
    C 14.
  • Commanding Officers will review all
    requisitions under UND A, Designated personnel of
    the C.O. must review those under UND B. (Ref.
    MCO 4400.16)

  • Date required is clicked for Supplies, for
    Services click on the POP (Period of Performance)
    and enter the date(s). Description and Comments
    are any other relevant information to be provided
    to the Contracting Office of assistance in the
    purchase.

  • Now on to the Shipping information. Your
    information will default depending what is in
    your address in the User Admin. The Ship To and
    all the fields under it are simply block 3a of
    the paper DD1149.

  • Next is the recommended Sources of Supply. This
    is block 4 of the DD1149. Please fill as many of
    the block as possible to help the Contracting
    Office to contact the vendor. When finished
    click the save button. To add another vendor
    click the Append button.

  • Next is adding the line item. Line item number
    is defaulted, Item name is self explanatory. The
    NSN drop can be changed to part number and then
    tab over and you can add this information if you
    have it. If you have more item information put it
    in the Line Item Description block.

  • Unit of issue just click on the drop box and
    choose. Item type choose commodity for supply or
    service. Contract type leave N/A, Unit price and
    Quantity again are self explanatory and then
    click total. Then click the save button.

  • To add sub CLINS hit the Add Sub button. To add
    another item hit Add, or else you can copy or
    delete the item.

  • If you have Fiscal User rights continue, if not
    skip this slide and proceed. Under Financial
    Management System 2 choices are available None
    Selected for manually committing the funds or
    SABRS to use the interface to automate the
    commitment.

  • Next in the LOA is the ACRN which should be AA
    for purchases in US Dollars or YA for purchases
    in Japanese Yen. Then use the drop menu to select
    your LOA. See the Lines of Accounting slides for
    help in adding new or editing existing LOAs.
    Last add the Cost Code.

  • Lastly use the drop menu to add the FIP Profile
    and FIP Accounts. See the LOA slide for adding
    or editing these fields also. Note These
    fields are crucial if you choose to use the SABRS
    Interface.

  • If you have any attachments to add this PR scroll
    to the top toolbar move to PR Options and click
    on Upload.

  • Click on the Document Type and File Type drop
    boxes and choose one of the options. Then click
    on the browse button and find the file in your
    computer you want to upload and select it. Then
    add a description if you need to and then hit
    upload.

  • Now that you are finished go up to the toolbar,
    go to PR Options and click on Complete. If you
    could not complete the PR or need assistance you
    can choose to Route for Completion. This will
    allow you to route the PR to others to get the
    Complete status using a loaded Workflow.

  • Once your PR is at Complete status go up to PR
    Options and click route.

  • You will be prompted to route for information.
    If you would like to send this PR just for
    informational purposes select yes and then the
    user in which you would like to send it to.
    Note The user must have a PR Builder account.

  • If not click no. Then you will allowed to choose
    a workflow to send this PR. Please contact your
    Workflow manager if you can not see a workflow or
    do not now which one to choose from. Click on
    the Workflow and hit the route button.

  • Now this will show all the users in chronological
    that will be routed this PR. You may select the
    number of suspension, which if the member does
    not take action the PR skips them. These are
    calendar days so be aware of weekend and
    holidays. Please allow sufficient time so that
    each user, especially RCO, can review the PR.
