1st OECD Ministerial Conference on SMEs,
Bologna 2000 The Bologna Charter on SME
policies Ministers and Representatives of
governments of countries participating in the
Bologna Conference welcomed Italys offer to
carry out a feasibility study, including a needs
assessment, to define the possible design and
development of an International Network for SMEs
(INSME), which could also benefit from support by
interested countries and private sector

3What is INSME?
By taking advantage of the use of ICT
INSME stimulates SMEs access to innovation
through the integration of Innovation and
Technology Transfer services
INSME is a hub and multiplier of information, a
facilitator of contacts and a promoter of
cooperation to create synergies and economies of
scale
INSME is a catalyser to encourage strengthened
North-South and South-South cooperation,
technology transfer and political dialogue

4Why INSME?
INSME will contribute to
- Encouraging the transfer of knowledge, exchanges
of experiences, good practices and methodologies
among the Community Members - Strengthening networking, partnering and
strategic alliances between participating member
countries, International Organisations and
International Non- Governmental Organisations
(NGOs) as well as intermediaries and their
networks aiming at fostering transnational
cooperation and joint projects to promote
innovation and TT for SMEs - Facilitating closer interactions and connections
between the public and private research bodies
and the intermediaries so as to increase the
transfer of knowledge within the innovation cycle
from its source to its final user, the enterprise

The Association membership is on a voluntary
basis and has an unlimited number of participants
from any geographical area
Governmental bodies (i.e. Ministries of Industry,
Science and Technology, Ministries of Economy,
SME and Small Business Agencies, national and
regional bodies and institutes in charge of
promoting innovation and TT for companies, etc.)
International Organisations in charge of defining
and managing policies, programmes, projects and
initiatives for innovation and technology
transfer to SMEs or more generally working in the
field of Science and Technology
International NGOs, Networks of intermediaries
and intermediaries having as a main or exclusive
institutional mission the diffusion and promotion
of innovation and TT at sub-national, national,
regional or international level
- SMEs indirectly benefit from INSMEs activities
through intermediaries services and INSME ICT
tools.

Group of independent experts which will provide
the INSME Secretariat with innovative INFORMATION
, PROPOSALS and ADVICE in order to generate new
ideas about strategies, policies,
methodologies, projects, products, services
related to innovation and technology transfer
(TT).

THEMATIC WORKING GROUPS
The Thematic Working Groups (TWG) will gather
INSME Members who are interested in sharing
experiences on specific vertical or horizontal
topics or with respect to a limited geographical
area. (i.e. Venture Capital, ICT, etc.)
JOINT TRAINING PROGRAMME
A joint INSME WASME (World Association for
SMEs) short training programme will be delivered
in Delhi (India) late in 2004 with the aim to
offer mainly (but not only!) Asian
intermediaries' staff an insight into innovation
and TT-related issues.
