Title: Purchasing for Water Conservation
1Purchasing for Water Conservation
- November 14, 2007
- Presentation by Robert P. Matney
- NC Division of Purchase Contract
- Engineering Section
2Conservation is a Necessity
- Currently Many Counties in NC are in Extreme to
Severe Drought Conditions - Raleigh has 98 days of supply remaining (Dec
10th) - Durham has about 7 weeks of drinking water left
in two primary reservoirs (Dec 6th) - Options to Increase Water Supply Are Limited and
Expensive
3Sustainable Purchasing Goals
- Provide Products that Reduce Consumption
- Minimize Environmental Impact of Water Consumed
4Current Mandates
- Senate Bill 668 State Law 2007-546allows only
the purchase of Water Efficient Products for
Existing Buildings and New Construction for state
facilities. - The Governor strongly encourages and promotes the
products to implement an immediate reduction in
water consumption.
5State Law 2007-546 - Existing Buildings
- Installation of aerators in sink faucets that
reduce the flow of water to a minimum 0.5 g.p.m. - Installation of shower heads that reduce the flow
of water to a minimum 1.5 g.p.m. - Resetting hot water heaters to 120 degrees
- Training of staff to monitor the use of
irrigation systems and to base the use of the
system on the moisture content of the soil, - Either the elimination of potable water for
irrigation or the reduction of water consumption
in the building by twenty percent (20) based on
water consumption for the 2002-2003 fiscal year.
6State Law 2007-546 - New Construction
- Water systems shall be designed and constructed
to use a minimum of 20 less potable water than
the indoor water use baseline calculated for the
building after meeting the fixture performance
requirements required by the 2006 North Carolina
Plumbing Code. - Outdoor potable water or harvested groundwater
consumption shall be reduced by a minimum 50
over that consumed by conventional means through
water use efficient landscape materials and
irrigation strategies, including water reuse and
recycling.
7Water and Energy Saving Components for Immediate
Use
- Low flow 0.5 gpm faucet spray nozzles
- Low flow 1.5 gpm showerheads
- Currently soliciting quotes or bids for an
interim term contract for these basic items. - A permanent term contract will be available in a
few months to provide low flow and efficient
water use with a wider selection and thread
options.
8Lavatory Faucets
- Low flow 0.5 gpm faucet SPRAY nozzle
- Laminar Stream minimum 1.5 gpm (hospitals)
- Aerated - minimum 1.5 gpm (typically kitchens)
- Spray - minimum 0.5 gpm (hand wash) -
Vandal-proof
9Lavatory Faucet Water Savings
- Typical lavatory faucet may have a flow rate of
2.2 gpm to 2.8 gpm, or greater if an older
building. - A faucet flow rate of 0.5 gpm would be a minimum
of a 77 reduction.
10Showerhead Water Savings
- Low flow 1.5 gpm showerheads
- Typical shower heads may have a flow rate of 2.2
gpm to 4.0 gpm, or greater if an older building. - A faucet flow rate of 1.5 gpm would be a minimum
40 to 60 reduction
11New state wide contracts
- Water efficient fixtures and plumbing accessories
are intended for early an February, 2008 start
date. - New PC website.

17Commodities that Support Long Term Efficient
Water Use
- Foam Hand Soaps
- Ice Makers
- Disinfectants and Dilution control
- Green Cleaners
18Foam Hand Soaps
- Foamed (prelathered) dilute liquid
- Some products do not require preweting hands
- Antibacterial, lotion and basic types
- Green certified products available
19Ice Makers
- Bid evaluations include cost of energy and water
use Utility efficient cost (EEC) formula - UEC Bid Price Cost of Energy Cost of Water
- UEC P ( C x ((E x ER) (W x WR)) x F x 365
x 5 ) - Where
- P Bid Price
- C Minimum harvest rate for 24 hour ice making
period - F 2/3 operation factor for 5 years
- E KWH per lb of ice (ARI certification ratings
for unit bid indicates KWH per 100 lb. of ice
100) - ER 0.08/KWH (EXAMPLE ONLY may be increased
to reflect utilities at time of bid.) - W Gallon per lb of ice (ARI certification
ratings for unit bid indicates Gal per 100 lb. of
ice 100) - WR 0.00683 per gallon of potable water
(EXAMPLE ONLY may be increased to reflect
utilities - at time of bid.)
- Contract will only include air cooled appliances
20Disinfectants and Dilution Control
- Products provided are EPA registered are specific
to various levels of infection control and
pathogens. - Dilution control equipment will be available to
allow effective infection control while
preventing excessive toxicity, and increased
cost for the end use solution. - Vendors are to provide training for proper in use
of disinfectants and operation of equipment.
21Green Cleaners
- Industrial and Institutional Cleaners, GS-37
Standard - Evaluation criteria includes
- Toxic Compounds, Carcinogens and Reproductive
Toxins, Skin and Eye Irritation, Skin
Sensitization, Combustibility, Photochemical
Smog, Tropospheric Ozone Production, Indoor Air
Quality, Toxicity to Aquatic Life, Aquatic
Biodegradability, Eutrophication, Packaging,

22LEEDs Points
- LEED (Leadership in Energy and Environmental
Design) framework for assessing building
performance, green building design and
construction, sustainable resource use. - LEED initiative developed by the U.S. Green
Building Council (USGBC) Building Codes has been
considered for adoption in North Carolina. - Flow restrictors can help earn one or two LEED
points in the category Materials and Resources,
Resource Reuse (Credit type 3) for a 20 or 30
reduction of water use beyond the level set for
plumbing fixtures by the Energy Policy Act of
1992.
23Simple Low Cost ResidentialWater Energy Saver
- Pre-slit foam pipe insulation permits faster
delivery of hot water to avoid wasting water
while it heats up. - Also controls condensation and reduces plumbing
noise.
24Communications
- Regularly broadcast user and vendor surveys for
commodities purchased - Need user requirements for products needed on
term contract - May need users for advisory panels
- Need users to communicate successes and
suggestions
