administration and stewardship of the affairs of
state. By ethics - the moral principles used as a
conscience upon which to judge behaviour as
either proper or improper under the
circumstances. (Main Roads Code of Conduct, 30
June 2000) By stakeholders - individuals, groups
or organisations from government, industry or
community sectors that can be identified through
the actual or potential benefits or harm they
experience or anticipate as a result of the
actions or inactions of Main Roads or Queensland
