The BRIFIC On CD-ROM Terrestrial Services

What is it ?? The BR International Frequency Info
rmation Circular (Terrestrial Services) is a
service document in CD-ROM format, published once
every two weeks by the Radiocommunication Bureau
(The BR) in accordance with provision Nos. RR20.2
to RR20.6 and No. RR20.15 of the Radio
Regulation, as well as Resolution 30 of WRC-97.
What does it contain?? It contains information on
the frequency assignments submitted by the
Administrations to the BR for recording in the
MIFR (Master International Frequency Register)
and in the various regional or worldwide
Plans/Agreements. The information published on th
e CD-ROM corresponds to the recorded assignments
as well as to the notifications still under
treatment.

TerRaBase Organization

Conceptually, TerRaBase is divided into two
separate pieces or Containers
1) The recorded assignments, common frequencies,
etc. 2) The pending notices, proposing to update
the MIFR or the Plans. This piece is usually
known as the TIP (Transactions In Progress)

• The FM / TV Service Portion of TerRaBase covers
• VHF Sound Broadcasting, abbreviated as FM
  (Frequency Modulation).
  
• VHF / UHF Television Broadcasting, abbreviated
  as TV.

• It includes pending notices and existing
  assignments under the Radio Regulations, as well
  as under the following Regional Agreements
  
• ST61, The Stockholm 61 Agreement for FM (VHF
  Sound) Broadcasting and VHF / UHF TV Broadcasting
  for Regions 1 3
  
• GE84, The Geneva 84 Agreement for FM (VHF
  Sound) Broadcasting for Regions 1 3
  
• GE89, The Geneva 89 VHF / UHF TV Agreement
  for the African Broadcasting Area and Neighboring
  Countries

• The LF / MF Service Portion of TerRaBase covers
• Low Frequency Sound Broadcasting, abbreviated
  as LF.
  
• Medium Frequency Sound Broadcasting,
  abbreviated as MF.

• It includes pending notices and existing
  assignments under the Radio Regulations, as well
  as under the following Regional Agreements
  
• GE75, The Geneva 75 LF/ MF Agreement for
  Regions 1 3
  
• RJ81, The Rio de Janeiro 81 MF Agreement
  Region 2

The FXM Service Portion And Its Fragments
The FXM Service Portion of TerRaBase covers
everything terrestrial that is not in the FM / TV
or LF / MF portions. For the most part this is Fi
xed and Mobile. However, it also includes certain
HF(High Frequency) Broadcasting, Aeronautical and
many other services.

• It includes pending notices, existing
  assignments, and allotments under the Radio
  Regulations, as well as under the following
  Agreements
• AP25, The Appendix 25 Plan
• AP26, The Appendix 26 Plan
• AP27, The Appendix 25 Plan
• GE85M, The Geneva 85 Plan in the 415 - 2160
  kHz band
  
• GE85N, The Geneva 85 Plan in the 283.5 - 315
  kHz band
  
• The FXM portion also includes the Common
  Frequencies.

CD-TerRaBase Characteristics

• CD-TerRaBase is a restricted snapshot of
  TerRaBase, as it stands inside the ITU when the
  CD-ROM is prepared.
  
• CD-TerRaBase contains information about the
  latest publications in the various Parts and
  Special Sections.
  
• CD-TerRaBase is organized in the exact same
  structure as TerRaBase.
  
• CD-TerRaBase is provided as an mdb container
  it can also be accessedusing any JET Engine
  Compatible DBMS (VB, MS-Access, SQL Server, ).

• The Latest Publication queries allow the
  retrieval of information about the contents of
  the latest publications under the RR and Special
  Sections available in the current CD-TerRaBase
  snapshot.
• The user can specify the criteria that TerRaQ
  will use to retrieve the notices available in the
  desired Part of the desired publication.
  
• When applicable, TerRaQ also shows the Expiry
  Dates for submitting comments.

Latest Publication Queries Typical Examples

• What are the current publications on the current
  BRIFIC CD-ROM?
  
• In these publications,
• Find notifications made by a given
  Administration (typically mine).
  
• Find what concerns a given Administration
  (typically mine), that is, notifications where
  Coordination Information relates to a given
  Administration.

In order to facilitate the use of such queries,
TerRaQ has a built-in utility that summarizes all
of the information above on startup.

General Purpose Queries
General purpose queries allow the user to define
the criteria that TerRaQ will use as it searches
the entire CD-TerRaBase. All of the notices and a
ssignments which match the criteria will be
selected.

• Find all notices and assignments belonging to
  some Administration(s) in one or more Fragments.
  
• Find all notices and assignments belonging to
  some Administration(s) in a given Frequency
  range.
  
• Find all notices and assignments belonging to
  some Administration(s) in a given Geographic
  area.
  
• Find all notices and assignments belonging to
  some Administration(s) and having some specific
  technical characteristics (Bandwidth, Class of
  emission, Class of station, etc).
• Combination of the above.

These queries may serve for instance to obtain
Global National Extracts or Classified
National Extracts, based on services, frequency
bands, etc.

TerRaNV - Overview
The Administrations may (and are in fact
encouraged to) submit notifications to the Bureau
in the form of electronic files that can be sent
on diskettes or by e-mail via the Internet.
The description of the format of the electronic
notices is referred to in Circular Letters CR/118
(and its Addendum), CR/120 and CR/125.

TerRaNV (where NV stands for Notice Validation)
is a program that is provided to help
Administrations in performing Preliminary
Validation of Electronic Notices before
submission to ITU.
Upon reception of an electronic file by the
Bureau, an equivalent version of TerRaNV is
also used inside the ITU before the notices in
the file enter the processing cycle.

The Terrestrial BRIFIC On CD-ROM
System Requirements

• Platform The BRIFIC on CD-ROM runs only on
  Windows NT (Intel-based Windows NT Workstation)
  Version 4.0 or higher.
  
• Windows 2000 and Windows XP are now supported.
• The BRIFIC on CD-ROM requires a minimum of 24 MB
  of memory (RAM), with 32 MB recommended.
  
• A minimum of 2.5 GB of disk space must be
  reserved for this publication.
  
• MS-Access 2000 or higher is required.

Available System Configurations
The BRIFIC on CD-ROM is usually installed and
used as a stand alone local system on a single
user machine.
However, when a LAN environment is available, a
Client-Server Networked installation
configuration is provided, which means that the
disk space is required only on the server
machine, while several users on several client
machines remotely access the data and the
software on the server machine.
Distribution on DVD-ROM Also available on deman
d as an option in parallel with the distribution
on CD-ROM. This reduces the needed disk space to
() 500 MB
