2- FIRST PHASE PROJECTS OBJECTIVES
- Agenzia di cittadinanza DP had two essential
aims - to support and strengthen social enterprises
- to facilitate co-operation between public bodies
and the third sector. - It succeeded in stimulating public debate and in
transforming the social service delivery system
in the Milan area from one based on competition
to one operating via co-operation and networks.
3- HOW CAN PUBLIC AUTHORITIES AND SOCIAL ENTERPRISES
WORK TOGETHER?
- Is public tendering the only way of public
authorities and social enterprises working
together? - Agenzia di cittadinanza launched and experimented
the operating model of TERRITORIAL LABORATORIES
(area offices). - Agenzia di cittadinanza supported the
participation of third sector in joint planning
of social interventions and services (law
328/2000). - Agenzia di cittadinanza supported public
authorities while assigning contracts to type B
social cooperatives.
4 - ROLES OF TERRITORIAL LABS
- What do we mean for territorial laboratories?
- Meeting places for local third sector
organisations, local authorities and individual
citizens who want to start social initiatives. - The laboratories had three main roles
- To find out and analyse what local needs were
- To plan jointly actions to answer those needs
- To support the third sector and social
enterprises to promote social integration and
local development.
5 - MAIN RESULTS OF TERRITORIAL LABS
- Some results of the matching between the local
needs identified and the public policies and
local development opportunities, carried out by
territorial laboratories - By using a national initiative called contratti
di quartiere (neighbourhood contracts), the North
Milan lab inserted a social dimension into a
urban and infrastructural restoration - The south Milan laboratory supported a group of
citizens undertaking training in planning a
solidarity building, under the frame of a process
of joint planning for the social and urban
regeneration of a district with social problems.

7JOINT PLANNING OF SOCIAL INTERVENTIONS AND
SERVICES
Agenzia di cittadinanza contributed locally to
the implementation of the national law 328/2000,
which innovated in local welfare systems, giving
a new role to all the actors involved. This law
has set up a system of joint negotiated planning
in areas usually such as child and family care,
handicap, elderly care and severe poverty. It
works through committees composed by
representatives mainly of municipalities and
third sector organisations. The DP has won direct
representation on some of the committees.
Article 1 says that the Municipalities have to
co-operate with the third sector in the planning,
designing, management and assessment of the
integrated system of social interventions and
services.
8SOME RESULTS OF THE PARTICIPATION IN JOINT
PLANNING
- The North East Milan Laboratory has gained direct
representation in the committees of joint
planning of the area near Vimercate. The Piano di
zona of Vimercate decided to engage the whole
fund to the new poverties, in particular to face
for the first time housing problems. - A 50.000 rotating fund was set up in order to
meet the financial deposit and anticipation of
rent tenants need before they can move into a new
house (project A roof for everybody). - A permanent association ASCA has been set up to
provide guarantees to help marginalised people to
rent houses. - With the project Casa di Ruth, a system of
vouchers has been set up to provide from one-day
to a few weeks periods of respite care.
9TOOLS OF PARTICIPATED PLANNING AND MANAGEMENT
- Agenzia di cittadinanza produced a guide called
Erkadé giving public administrations practical
tools to implement the law in order to promote
the work insertion of disadvantaged people
(article 5 of national law 381/1991). - Some advantages
- the development of a real partnership between
public authorities and social cooperatives that
overcomes the classical client / provider
relationship and allows early diagnosis and
response to emerging social problems in the local
communities - a saving because a disadvantaged citizen
integrated in the labour market means less costs
for the public administration in terms of care
and subsidies.
The Italian law on social cooperatives
establishes that public authorities can assign
contracts for public services to type B social
co-operatives without tendering procedures.
10PUBLIC PROCUREMENT
- Agenzia di cittadinanza in the second phase of
Equal decided to focus on public procurement. - At local level, innovative legal forms in the
relationship among the public, private and
non-profit sectors for the delivery of social
services will be investigated. In particular we
want - to create a public-private agency to rent
affordable housing (with the participation of
municipalities, ALER and social cooperatives) - to give a stable legal form to a temporary
association composed by municipalities and a
social cooperatives consortium for the joint
management of work insertion services. - At transnational level, a comparative analysis of
different models of cooperation between the
public sector and the providers (both private and
non-profit) of social services will be done.
11HOW TO MEASURE ADDED VALUE?
In the first round Agenzia di cittadinanza
promoted the use of bilancio sociale (social
accounting) among municipalities and social
cooperatives to calculate the costs and benefits
of different ways of delivering social services.
During the project 2 public authorities and 10
social cooperatives built their own bilancio
sociale. In the second round Agenzia di
cittadinanza is now experimenting the process of
building a territorial social balance in two
areas of the project. Will these tools be able
to measure the longer-term benefits of the
participative delivery of social services, such
as employment, housing, care, local economic
development?
