Who is the ARB?

• California State agency charged with air quality
• Decades of experience setting technology forcing
  standards for all sources of air pollution
• New Vehicle Standards hybrids
• Heavy Duty Truck Requirements PM retrofits
• Stationary Source Requirements
• The air is cleaner in California!
• Many other states and countries have adopted ARB
  air quality programs

AB 32 Background

• AB 32 is Californias Climate Change Solutions
  Act signed into law in 2006
• Charged ARB with the responsibility to reduce CA
  GHG emissions to 1990 levels by 2020 (25) and a
  further 80 by 2050
• Cool cars will reduce GHG emissions from
  light-duty vehicles

Cool Cars Measure

• Proposes to reduce GHG emissions by reducing
  interior temperatures of parked vehicles
• Reduced interior temperatures reduce likelihood
  of a/c use
• Less a/c operation results in less fuel used
• Less fuel used results in less CO2 emissions

• Paint and coating reflectivity requirements
• Window glazing requirements

• Beginning with 2012 MY

Who is Affected?

• Manufacturers of 2012 LDVs and MDVs
• Suppliers of glazing to manufacturers
• Persons that provide window replacement services
• Collision repair facilities
• Re-paint facilities

Vehicle Manufacturers Must

• Meet specified solar reflectance for windshields
  for 2012 MY
• Meet specified transmission standard for
  rooflites for 2012 MY
• Meet specified transmission standard for
  sidelites and backlite in 2013 MY
• Test methodology - ISO 13837

Mfg Compliance Requirements

• Mfg must provide in owners manual a table
  indicating Rds and Tts for each individual
  glazing position.
• Mfg must show in owners manual locations of any
  deletion windows.

Window Replacement Facilities Must

• Use replacement glazing that meets the
  performance originally met by the mfg.
• Keep records showing that the replacement glazing
  used met the requirements.
• Retain records 5 years provide within 30 days on
  ARB request.
