2What is ICTAP? Interoperable Communications
Technical Assistance Program
Funded from the Department of Homeland Security
through the Office for Domestic Preparedness to
provide State and Urban areas in receipt of
Homeland Security Grant Program funding with
technical assistance to enhance interoperable
communications.
- The ICTAP team includes
- Space and Naval Warfare Systems Center
- LGI / SEARCH / INVERTEX
3ICTAP Goals
- Enhance Public Safety Interoperability with
regard to WMD terrorism threats - Provide capability for individuals and agencies
to communicate with whom they need to, whenever
and wherever required - Leverage existing Federal, State and local
on-going efforts whenever possible
4ICTAP Policy Services
- Development of interagency work processes
- Development of representative working groups
- Regional strategic coordination for multiple UAs
and/or States - Coordination of urban area and national policy
issues
5ICTAP Interoperability and Implementation Services
- Document SOPs, MOUs, MOAs, IGAs, ILAs
- Provide engineering advice and best practices
6ICTAP Needs Analysis Services
- Develop tabletop exercises
- Inventory existing interoperable communications
equipment, procedures, and capabilities - Map interoperable communications capabilities and
methods - Conduct a communications gap analysis

- Tool for interoperability analysis and planning
- Statewide data collection
