Title: FEASIBILITY STUDY ON INTELLIGENT MARINE TRAFFIC SYSTEM

1
FEASIBILITY STUDY ON INTELLIGENT MARINE TRAFFIC
SYSTEM
  • K. Hasegawa, Y. Shigemori, Y. Ichiyama
  • Dept. of Naval Architecture Ocean Engineering,
  • Osaka University, Japan

2
INTRODUCTION
  • ITS (Intelligent Transport Systems) is new age
transportation system for land, air and marine
    transportation.
  • Ministry of Transport, Japan has launched Marine
ITS project from FY2000 for five years.

3
INTRODUCTION
  • The four-year project of virtual VTS (Vessel
Traffic Service) supported by Ministry of
Education, Science, Sports and Culture, Japan is
the final stage switching to Marine ITS.
  • This paper is aiming to introduce both projects.

4
Marine ITS Project (2000-2004)
  • Collision and grounding avoidance system
  • Traffic control system in congested waterways
  • Berthing/deberthing supporting system

5
Collision and Grounding Avoidance System
  • Detection and trace of target ship
  • Surveillance system using AIS
  • Collection of target ship information by remote
    sensing
  • Integration
  • Collision/grounding avoidance system
  • ECDIS and own ship data
  • Target ship data
  • Integration
  • Full-scale experiment

6
Traffic Control System in Congested Waterways
  • Advanced management of marine traffic flow
  • New VTS system using AIS
  • Unification of Radar, AIS, ECDIS and ship
    database
  • Information provided by land AIS station
  • Improving surveillance system
  • Prediction and control of marine traffic flow
  • Reliability of AIS
  • Full-scale experiment

7
Berthing/Deberthing Supporting System
  • Detection of own ship position using AIS
  • Supporting system for tug boats operation

8
AIS (Universal Ship-borne Automatic
Identification System)
  • Static information
  • IMO number, call sign, height and width, ship
    type, position of antenna
  • Dynamic information
  • Ships position, standard time, heading angle,
course on ground, speed, rate of turn, etc.
  • Navigation information
  • Draft, type of cargo, departure and destination,
    waypoints etc.
  • Safety message

9
Concept of V-VTS
10
Intelligent Marine Traffic Simulation
  • Ship Auto-navigation Fuzzy Expert System (SAFES)
    (1987-1993)
  • Marine Traffic Simulation System (SMARTS) (1990)
  • Automatic Berthing System (under developping)

11
Ship Auto-navigation Fuzzy Expert System (SAFES)
  • Automatic guidance to perform each ships mission
  • Rudder and engine rpm instructions
  • Automatic collision avoidance system
  • Capable to avoid multiple target ships for any
    situation including overtaking and speed
    reduction

12
Marine Traffic Simulation System (SMARTS)
  • Arbitrary configuration of gaming area
  • Arbitrary number of ships to be generated
  • Arbitrary setting of each ship condition
  • OD gates
  • Average arriving time
  • Type of ship, speed and dynamics
  • Analysis of safety measures
  • Statistical data acquisition

13
Marine Traffic Simulation in Osaka Bay
  • One of the most congested area in the world as
    well as Tokyo Bay
  • All statistical data based on field research done
    there

CONCLUSIONS
  • Concept of V-VTS using AIS is introduced
  • Intelligent marine traffic simulation system is
    introduced
  • As an example of marine traffic simulation,
traffic flow in Osaka Bay is shown and report
    number of AIS is investigated
