    the thousands of engineers in the nation's armed
    services returned to peacetime jobs in 1919. Maj.
    Gen. William M. Black, then Army's Chief of
    Engineers, appointed a nine-officer board to
    consider the formation of an "association of
    engineers.

SAME Fast Start Program
  • The purpose of the SAME Fast Start Program is to
    define emergency work requirements, inventory
    existing regional capabilities, describe
    capabilities, address significant area
    deficiencies, make capabilities known to
    governmental agencies, and address specific
    opportunities for sustaining member participation
    in engineering tasks associated with the recovery
    from natural and man-made disasters/emergencies.
