About Us
  • Capital Area Michigan Works! is a network of
    resources. We partner with businesses to develop
    recruiting and retention strategies and we
    partner with job seekers to enhance education and
    career opportunities.
  • More than 1,000 people visit our three service
    centers daily.

Request for Proposal Details
  • Proposals must be submitted no later than 5 p.m.
    on Thursday, June 4, 2009.
  • Late proposals will not be considered.
  • Please sign in upon delivery of proposal to
    ensure a record of receipt.
  • Proposals must be postal mailed or hand-delivered
    (to ensure delivery time is accurate). NO EMAIL!

Timeline
  • Bidders Session May 21, 9 a.m. to 12 p.m.
    (written answers to all questions will be shared
    on May 21 following session)
  • RFPs Due June 4, no later than 5 p.m.
  • Bidder Presentations (For those scoring above
    60 out of possible 70 points) June 16 in person
    or via Webmeeting
  • Vendor Selected (Anticipated) June 30
  • Project Begins July 1
  • Full and detailed project timeline from RFPs will
    be discussed and revised (if necessary) with
    vendor once a vendor is selected.

Goals of Project
  • Start from scratch do NOT want Web site based
    on existing site
  • Create a Web site that is truly of service to
    both job seekers and businesses, as opposed to
    simply informational
  • Create a Web site that can automate processes for
    employees and customers
  • Create a Web site that is simple and
    sophisticated in design and use

BUDGET-MAJOR CHANGE
  • THE TOTAL BUDGET FOR THIS PROJECT HAS BEEN
    REDUCED TO 25,000.
  • This is a direct result of the loss of a 5,000
    Web site improvement grant as a result of the
    Governors Executive Order.
  • The Web site should be built in such a way should
    funding become available in future years,
    additional features could be added.

What to include in your proposal
  • The successful vendor will be considered a
    partner and advisor in the development of the Web
    site and will be called upon to help determine
    appropriate content, site architecture, etc.
  • At minimum, proposals should include
  • Total cost for the project
  • Recommendations for Web site design and
    development
  • Project timeline based on July 1 start-date (will
    be finalized upon selection of a vendor)
  • Samples of Web site projects your organization
    has completed

  • Site should be built in such a way additional
    features may be added at a later date.
  • Site should be simple and sophisticated in design
    and use.
  • Site should coordinate with/be compatible with
    existing outreach materials.
  • Site should incorporate business and job seeker
    testimonials

  • Basic information about Capital Area Michigan
    Works!, its programs and how to contact us for
    businesses and job seekers
  • A searchable calendar for Capital Area Michigan
    Works! events and classes
  • A convenient and visible space to post
    announcements (with attachements), new programs,
    important information, links to news clips and
    Requests for Proposals
  • A media room
  • A means of updating the content on the site

  • A Search Engine Optimization strategy and
    implementation

Special Tools
  • Capital Area Michigan Works! would LIKE to have a
    tool on its Web site to help job seekers build a
    better resume.
  • This is the direct result of employee focus
    groups asking, How could technology make your
    job easier?
  • The ideal tool would not only help job seekers
    build a resume by filling in fields, it would
    create a dialogue with them, asking questions
    to prompt them to be more thoughtful in their
    responses.
  • Other options could include a spell check
    function, various templates, the ability to save
    or export resume as a Word document and the
    ability to cross populate data fields with the
    Michigan Talent Bank.

Special Tools
  • A similar tool could be developed for employers
    to help them develop more thoughtful, accurate
    job descriptions to reduce the number of
    unqualified applicants.

Proposal Evaluation
  • Evaluation of each proposal will be based on
  • Total cost of project (10 points)
  • Ability to meet key goals (20 points)
  • Features included in proposed design/development
    (20 points)
  • Search Engine Optimization strategy (5 points)
  • Past project samples (15 points)
  • Those with 60 out of 70 total points will be
    invited to present on June 16
  • Presentation (30 points)

Additional Questions
  • Do you have an idea as to when you would like the
    final product? This will depend on vendors
    schedules and their ability to complete the work.
  • The focus group that was mentioned in your
    documentation did that involve contractors as
    well as those looking for jobs? Contractors were
    asked both how they used and could use the Web
    site, as well as how their customers utilized the
    site and features of others sites that were
    helpful to their customers in job search.
    Twitter.com followers (approximately 500) were
    also asked what features they would find helpful
    on a Web site.
