Title: Specification Discussion
1Specification Discussion
- Tier I, Tier II, and Other Program Requirements
Andrew Fanara, US EPA
2Tier I Specifications
- Definitions (p.3)
- Qualifying Products (p.3)
- Ceiling fans without light kits
- Ceiling fans with integral or attachable light
kits - Light kits (sold separately)
- Hugger Fans (not included in Tier I)
- Performance data collection
- Small market
3Tier I Specifications (cont.)
- Airflow Efficiency (p.4)
- Measurements
- Low 1,250 CFM 155 CFM/watt
- Medium 2,500 110 CFM/watt
- High 5,000 75 CFM/watt
- Must meet both CFM and CFM/watt levels
- Individual models must be within 5 percent of
these levels
4Tier I Specifications (cont.)
- Airflow efficiency (cont.)
- Model tested must be representative of models
that will be sold to the consumer - Multiple fan speeds take measurements for each
speed but report only three - Fans that are to be sold with lighting (integral
or attachable) need to be tested with that light
kit mounted
5Tier I Specifications (cont.)
- Controls (p.4)
- Convenient adjustment of fan speed by
wall-mounted switch(es), remote control, or
readily accessible pull chains (e.g., 80 inches
from floor). - Lighting and fan separate controls
6Tier I Specifications (cont.)
- Lighting (p.5)
- Screw-based option ENERGY STAR qualified
included in box - Pin-based option ENERGY STAR residential light
fixture requirements - Noise (p.5)
- No requirements at this time
- Tier II discussion
7Tier I Specifications (cont.)
- Warranty (p.6)
- Provide 30-year for motor and 1-year for other
components - Provide 2-yr for light kits (along with
verification that fixture is listed with an OSHA
NRTL for safety) - Note 2-yr excludes lamp
8Tier I Specifications (cont.)
- Consumer Information (p.6)
- Performance table on box
- List of standardized information
9Performance Table
Measured according to the Energy Star approved
Solid State test method
- Ceiling fan airflow is measured in cubic feet per
minute (CFM). Power use is measured in watts. To
maximize energy savings, - Choose a fan with high airflow efficiency
(CFM/watt). - Use Energy Star labeled lighting in your fan.
- Remember to switch off your fan when you leave
the room.
10Additional Requirements
- Reporting Requirements (p.8)
- Families of residential ceiling fan models that
are identical in every respect but housing and
blade finish may be qualified through submission
of test data for a single representative model. - Clarification housing finish and blade finish
11Additional Requirements (cont.)
- Reporting Requirements (cont.)
- Challenge rule any manufacturer or EPA has the
right to challenge anothers test results - Laboratory will test the model in question
- If it passes, challenger pays
- If it fails, manufacturer must pay and product
may be removed from qualified list
12Additional Requirements (cont.)
- Labeling Requirements (p.1, Partner Commitments)
- On product packaging
- ENERGY STAR certification logo
- Performance table
- In product literature
- On Web site
- Next to qualified product
- Link to ENERGY STAR
- Web site
13Tier II Discussion
14Tier II Specifications
- Qualifying Products (p.3)
- Hugger fans?
- Commercial applications?
- Other products?
15Tier II Specifications (cont.)
- Air Flow Specifications (p.4)
- EPA does not plan on changing Tier I levels at
this time - Additional considerations?
- Different fan size requirements?
- Addition of power factor?
- Others?
16Tier II Specifications (cont.)
- Standby Power Requirements (p.4)
- ENERGY STAR ceiling fans shall have standby power
consumption no greater than 1 watt, as measured
with the Measurement Guideline established by
the Federal Energy Managment Program (FEMP) set
out in - http//www.eren.doe.gov/femp/resources/standby_po
wer.html
17Tier II Specifications (cont.)
- Standby Power Requirements (cont.)
- Easily incorporated into current testing
- Data on standby consumption?
18Tier II Specifications (cont.)
- Controls (p.5)
- Adjustment of air flow direction
(upward/downward) by one of these means - Vertically mounted slide switch on motor housing
downward position downward air flow - Wall-mounted switch
- Remote Control
- Readily accessible pull chain
19Tier II Specifications (cont.)
- Lighting (p.5)
- Pin-based approach only ENERGY STAR qualified
light fixtures - Fan (only) packaging and/or literature includes
info on available ENERGY STAR qualified light kits
20Tier II Specifications (cont.)
- Noise (p.5)
- Sound level measurements taken at low, medium,
and high speed minimum Sound Pressure Level
(SPL) - Standard test procedure needed
- Product packaging standardized table operational
noise in dB at each speed - Focus Group on noise testing
21Tier II Specifications (cont.)
- Noise (cont.)
- Specification needs to address test chamber size
and characteristics, type of measurement
equipment, and type of sound being measured - Measurement can either be SPL or another
measurement that excludes wind noise
22Tier II Specifications (cont.)
- Warranty (p.6)
- 30 year and 1-year (Tier I) no Tier II change
- Consumer Information (p.6)
- Product packaging Performance table (Tier I)
no Tier II change
23Tier II Specifications (cont.)
- Timing of Tier II (p.8)
- Effective on October 1, 2003.
- Specifications for Tier II shall apply to
products shipped after September 30, 2003. - All products, including models originally
qualified under Tier I, shipped after this date
must meet Tier II requirements in order to bear
the ENERGY STAR label (including additional
shipments of models originally qualified under
Tier I)
24Additional Requirements
- Partner Commitments
- Qualify at least one model within six months not
all partners reporting - Provide updated list of qualifying models on an
annual basis products may roll over but must
submit a list in addition to any new product
forms (January 2003) - Provide ENERGY STAR unit shipment data on an
annual basis
25Unit Shipment Data Requirement
- All ENERGY STAR partners are required to provide
unit shipment data or other market indicators to
determine market penetration of ENERGY STAR
annually - Ceiling Fan Partners 1st qtr. 2003
- Collection can be through a 3rd party (i.e.,
trade organization)
