OAOA Achievements D.Creek
  • OAOA was formed in 1988 to provide an airfreight
    industry voice when Air Navigation and Airport
    Charges were first proposed. As a direct result
    of OAOA representations rates for lighter
    aircraft were modified and the introduction date
    was deferred six months.
  • OAOA was a foundation member of the Dangerous
    Goods Council (ADGATC) and provided secretarial
    assistance for two years.
  • OAOA first provided low cost Dangerous Goods
    Acceptance Training tailored to meet specific
    operator requirements (At about 30 of the then
    ruling rate)
  • OAOA initiated the first low cost Non Dangerous
    Goods (Correspondence) Acceptance Course.
  • OAOA produced the first Dangerous Goods Awareness
    Training Videos.
  • OAOA produced the first Dangerous Goods Safety
    Charts.
  • OAOA has been a member or observer since 1992 at
    the Sydney Airport Community Forum and including
    the advisory committees that preceded SACF. As a
    direct result of OAOA representations certain
    security and runway charges were not levied on
    BAe 146 dedicated freighters operating in curfew
    hours OAOA also provided the only voice of the
    freight industry at those various forums
    notwithststanding active airline representation
    .

  • OAOA was a member of the (new) Brisbane Airport
    Advisory Council, which drafted the rules for
    late night operations.
  • OAOA was directly involved with CASA in the
    redrafting of CAO 48 Pilot Flight Time
    Limitations. The changes resulted in considerable
    savings to Bank Run operators.
  • OAOA represented the air freight industry in the
    Badgerys Creek fiasco, the FAC Bankstown
    Olympic Committee, The Sydney Airport Olympics
    Airfreight Working Group and many other ad hoc
    aviation environmental and regulatory
    discussions.
  • OAOA was directly involved in increasing the
    maximum downwind component of BAe 146 Freighters
    at Sydney (in curfew). Thus reducing the miss-out
    factor in marginal downwind conditions.
  • OAOA initiated a series of CASA run Safety
    Seminars at Bankstown which was necessary due to
    the high accident/incident rate of the bank run
    operation. The long term outcome has been a
    substantial and sustained reduction in the
    accident rate.
  • OAOA has participated in air and ground safety
    investigation where freighter aircraft were
    involved. The principal function being to advise
    forwarders and ground personnel of the
    requirements of the Civil Aviation Regulations
    Orders and the Air Navigation Act.
  • OAOA was directly involved in the drafting of the
    Adelaide Airport Curfew Act 2000 and the granting
    of landing rights for DC9 freighters prior to the
    Assent of the 2000 Act.

  • OAOAs broad function over the years has been to
    act as a emergency service for any matter raised
    by any one or more members as well as the defined
    task of watching the many and varied regulators
    and non statutory parties eg. Airport owners,
    local government, other industry associations and
    related bodies etc.
  • The key to sound operation is the long standing
    practice of developing good personal and
    professional relationships with the key officers
    in the various fields were representation is part
    of OAOAs charter. This enables issues to be
    identified and hopefully resolved ahead of the
    conference or committee stage. It has been this
    method that has enabled OAOA to punch above its
    weight since 1989.
  • The proof of the pudding has been the steady
    growth over the years in inwards traffic to
    OAOA from related bodies. From 1995 the files
    show a readiness by the regulators to discuss
    common difficulties off the record and at least
    hear the industrys opinion before being aired in
    public.

  • Played a pivotal role in Industry Consultation
    during the recent successful discussions with
    DOTARS

  • With respect to BAe 146 freighter operations in
    SYD and in MEL we are expecting no payload effect
    during the works. The information contained below
    will provide a view on B727F operations. We have
    attached a payload study demonstrating the Avalon
    requirement along with the payload effect on
    VH-VLG if it operates between MEL and BNE.
  • MEL - the next scheduled works for MEL will run
    for 7-8 weeks when Rwy gt16/34 will be closed
    Thursday to Monday mornings from 0130hrs to
    0645hrs gtlocal time. Final dates are yet to be
    Notamed.
  • - Payloads to Perth will be effected requiring
    Avalon as a staging point.
  • - Payloads to BNE will be reduced for VLG.
  • PER - Stage 3 of the Rwy 06/24 works in Perth
    are run between 0130-0930hrs local time. Our
    operations out of Perth are outside these works
    time and are therefore not effected. We do
    arrive in Perth during this works period, however
    the reduced landing distance available does not
    limit our landing weight unless we have a problem
    with the Anti-skid system.

  • Latest information on the continuing MEL A380
    works appears below. Since only MEL Rwy 09/27
    will be available during these works, Avalon will
    be required for B727 MEL-PER flights Tuesday to
    Friday mornings
  • The John Holland Group has been awarded the
    contract by Melbourne Airport to widen its
    north/south runway by 15 metres (7.5 m each
    side). They will also upgrade lighting and other
    airfield services, as well as completing some
    concrete replacement on the runway
  • Runway widening works will commence on 5 April,
    2005 and will be complete within 4 - 6 weeks
  • Melbourne Airport will remain 24 hours a day, 7
    days a week throughout the construction process.
    Works will only occur on the airport's main
    north/south runway, with all operations
    continuing as normal on the international
    standard east/west runway throughout the works
    period.

Dangerous Goods P.Thain
  • Current legislation now 12 months old
  • No changes
  • A review of the Civil Aviation Safety Regulations
    Part 92 - Dangerous Goods, is due to be conducted
    this year.
  • CASA has not yet confirmed the date but it is
    expected to commence in the first half of 2005.
  • IATA Dangerous Goods Regulations 46th Edition
  • For International Shippers of Infectious
    Substance there is now no longer a requirement to
    advise the operator that advance arrangements
    have been made.
  • Now two categories of Infectious Substances
  • Category A - requiring a Shippers Declaration for
    Dangerous Goods form
  • Category B - does not require a Shippers
    Declaration for Dangerous Goods form.
  • New reformatted Shippers Declaration for
    Dangerous Goods form is now permitted but not
    legally required until 1st January 2007.

  • The Aviation Transport Security Act 2004 will,
    with accompanying Regulations, come into effect
    on the 10th March 2005.
  • Draft copy of proposed Aviation Transport
    Security Regulations 2005 (covering domestic
    cargo) was circulated for comment on Tuesday 4th
    January.
  • Comments on content were required to be forwarded
    to the Department by 14th Jan.
  • Points of special interest
  • Any individual or company handling or providing a
    service for air cargo, prior to uplift on an
    aircraft, must after 10th March 2005 have a
    Transport Security Program (TSP).
  • Holders of a current international Regulated
    Agents Security Program (RASP) who make
    arrangements for international cargo only must
    confirm this fact to the Department by 24th
    February 2005.
  • Holders of a current international RASP who also
    handle domestic cargo will be granted a
    transition period in which to prepare and submit
    a single TSP covering both domestic and
    international cargo. You will be known as a
    Transitioned Regulated Agent.
  • In the interim, holders of a RASP who intend to
    move domestic cargo by air, are required to
    complete a Domestic Cargo Security Measures
    document and confirm to the Department by 24th
    February 2005 that this document has been written.

  • To ensure you are able to continue to handle or
    make arrangements for the movement of domestic
    air cargo, the content of your Domestic Cargo
    Security Measures document is to be implemented
    by 10 March 2005.
  • Transitioned regulated agents must prepare and

    between 10th March 2005 and 10th March 2006.
  • New Regulated Agents must have an approved TSP by
    10th March 2005.
  • No dimensions prescribed for security screening
    of articles
