Every Disaster will not be Katrina
  • The OPLAN is designed to give detail to the NRP
    and provide structure to ESF 2 response, but not
    be an SOP.
  • Response will still be scaled to a given event,
    but the plan provides the resources in the field
    and in Washington to react to a major disaster,
    and do it proactively.
  • Start big and scale back quickly if not needed.
    Dont get behind the power curve.
  • Expect over-reaction this year.

ESF 2 OPLAN Status
  • The genesis of the ESF 2 OPLAN was the lessons
    learned from the 2005 hurricane season, including
    the ESF 2 lessons learned conference on 1 Dec
    2005.
  • Writing began during the OPLAN writing conference
    in February 2006.
  • Over 700 comments from all of the ESF 2
    supporting agencies have subsequently been
    resolved and included
  • ESF 2 OPLAN Version 3 was released on 10 May
  • Intended to be the version used during the coming
    hurricane season
  • If major problems are noted during this week we
    will consider issuing another version

  • Communications Engineer The eyes and ears of
    the Team. Works with the State/ other officials
    to define the communication requirements i.e.
    what is required to establish/re-establish comms
    from a tech. view.
  • Comms Asset Manager Takes the requirements
    generated by the State or Comms Engineer and
    resources them using the Comms Asset Database.
    Solutions can come from Industry or Federal side
    of CAD. Second function is Comms Asset Tracker
    (CAT). Obtaining or maintaining situational
    awareness of comms deployments in the impacted
    area (either through ESF2 or by parent agencies
    supporting their teams in the field.)
  • Mission Assignment Manager Orders commercial
    services via FEMA TIMACS or by mission assigning
    another Federal Agency. Works closely with FEMA
    to process.
  • Action Officers Assist in performance of all
    team duties from analysis to reports and
    briefings to logistics and donations management.
  • Frequency Managers Coordinates spectrum use.
  • Admin/Staff Support First person in ESF2
    others in JFO/call-ins meet. Assists in
    briefings/report preparation.
  • Liaisons Facilitate planning, coordination and
    operations with supporting organizations.

  • Additional Operational Positions In ECT- N
  • Operations Analysis ManagerDevelops pre- and
    post- impact analyses.
  • Public Affairs Coordinator Serves as public
    affairs liaison to DHS Public Affairs. Monitors
    media reports and prepares responses in
    coordination with ESF2 and DHS Public Affairs.
  • Donations Manager Screens/coordinates all
    donations with Comms Engineer, Asset Manager and
    FECC, and with FEMA and Dept. of State
    (international)
  • Historian Responsible for capturing key issues,
    activities and documents.

NRP Changes
  • Interim changes to the NRP will be issued shortly
  • Multiple JFOs are allowed
  • Clarify PFO/FCO duties. PFO FCO can be same

  • JTF CDR and staff are to be collocated with the
    JFO
  • ESFs to fall under the JFO Operations section
  • Establishes the HSC Disaster Response Group (DRG)

Salient Points About Organization, Roles and
Responsibilities
  • Establishes and describes the following teams and
    positions on these teams
  • Emergency Communications Team National (ECT-N)
  • Emergency Communications Team Field (ECT-F)
  • NCS Analysis Response Team (ART)
  • FECCs will be appointed by the Deputy Manager of
    the NCS, in conjunction with the GSA. FECCs may
    be selected from the GSA cadre of Regional
    Managers or from a cadre of Headquarters
    personnel from ESF 2 agencies
  • RCCs have been assigned in Regions IV and VI to
    be responsible for preparedness activities.
    Currently these are contract personnel but this
    program is envisioned to expand to all 10 FEMA
    regions and be staffed by permanent Federal
    personnel.
  • Provides detail about the relationship between
    ESF 2 and DoD
  • Redefines the roles of NCSD under ESF 2
  • Describes the role of the DHS/IP Infrastructure
    Liaison Cell as defined in the IP Incident
    Management Plan (IMP)
