1. WHAT IS IT?
North Central Ohio Lake Erie Internet Mapping and
GIS, Phase 1
would analysis how changes in landuse upstream
effect downstream - specifically coastal - water
quality and develop a system to prioritize land
acquisition, stream easements restoration areas
to improve and protect coastal water quality.
4
2. HOW WAS IT FUNDED?
Great Lakes Coastal Restoration Grant
  • 120,000 Coastal Restoration Grant
  • 30,000 Cash
  • 5,000 in-kind salary
  • 11,000 in-kind computer hardware technology

This project was funded in part by a Great Lakes
Coastal Restoration Grant (GLCRG) supported by
the National Oceanic and Atmospheric
Administration (NOAA) through the Ohio Coastal
Management Program (OCMP).
5
3. HOW WAS IT CREATED?
Phase 1 Scope
  • Select a Consultant
  • Project Boundaries
  • Scope of Services/Specific Goals of the Project
  • Additional Scope

Basics of the All Phases
  • Inventory and Organize Existing Data
  • Create New Land Use Data
  • Create an Interactive Internet Mapping GIS System

6
Select the Phase 1 Study Area
  • 100 stream miles per county with 5 field
    verification
  • Should include both developed and undeveloped
    watersheds
  • Only in 4 counties (Lorain, Medina, Erie,
    Sandusky)

7
  • Phase 1

100 stream miles per county with 5 field
verification
8
Specific Project Goals
  • Provide a coastal watershed protection tool for
    regional planning acquisition.
  • Provide a sound scientific methodology for
specifying critical areas, to preserve and
    protect Lake Erie water habitats.
  • Provide a vehicle for future grant funding of
    critical resources.

9
Specific Project Goals
  • Educate the public about the factors effecting
    Lake Erie water quality.
  • Promote regional planning to focus limited local
resources to the best benefit of Lake Erie.
  • Provide a foundation for future partnerships to
    preserve coastal resources.

10
Additional Scope
  • Choose study watersheds by mileage
  • Add more data layers to scope
  • Project management website tool to facilitate the
    project
  • 2 web maps rather than one
  • (public maintenance)
  • 1 year of support for web site after delivery

11
Inventory and Organize Existing Data
  • Convert data into similar coordinate system
  • Create metadata if none is supplied
  • Organize data to facilitate accessibility (naming
    conventions, folder conventions,)
  • Create clearinghouse index of data

12
PROCESS
13
  • Existing Park Boundaries
  • Stream Centerlines
  • Petitioned Ditch Locations
  • Zoning
  • County Bikeway Plans
  • Soils

Items Under Consideration
  • Change in land use over time
  • Relationship between land use and available water
    quality data
  • Potential for wetland creation/restoration
  • Potential for stream restoration
  • Potential for preservation

23
Restoration/Preservation Site Modeling
  • Add up all opportunities
  • Create layers based identifying sites
  • Attribute layers with data

24
Create an Interactive Internet Mapping GIS System
Like any project, you must think about the final
product Ask questions and find solutions on how
to get there
  • Goals
  • Process and Work Flow
  • End Product

25
a.
  • Goals
  • Specify a server to fit the current and future
    needs of the park districts
  • Create a web mapping interface
  • Integrate web solution into existing park web
    sites
  • Organize data in a clear manner
  • Create help files and tutorials
  • Integrate final solution into an existing network
    infrastructure

26
Present Final Internet Mapping Site and
Presentation Maps of Watersheds
27
b.
The Process
  • Start by creating a temporary host site on URS
    Web Server with password protection
  • Ability to view data live
  • Enable NCRCPD staff to utilize data as soon as it
    becomes available
  • Give NCRCPD more time to purchase server
  • Web site development process
  • Flow charts
  • Explanation of information
  • Review Process online
  • No traveling for NCRCPD staff
  • Assist NCRCPD purchase server
  • Suggest server that can be used for additional
reasons such as distance learning or a back up
    server

28
b.
The Process
  • Finalized web site design on URS server
  • Live reviews
  • Site was live before end of year on URS servers
    then NCRCPD
  • Configure new NCRCPD server with new software,
data, web services, firewalls and protections all
    behind existing LCMPD network
  • Code in static IP addresses
  • Configure existing Nortel VPN boxes to work with
    new server
  • Help register names with DNS services
  • Test web site from within LCMPD other locations
  • Help link site to other existing park district
    web sites
  • Web site on URS server will not be turned off
till server is configured no down time in
    service
  • PDF versions of draft maps for review

29
b.
The Process
  • Online Project Management System
  • Chat with each other URS staff
  • Keep track of emails pdfs
  • Calendar of important dates
  • Access from anywhere at anytime
  • Accessible during duration of project
  • Manuals Online Tutorials
  • Teach 3 administrators on how to administer site
  • Manuals included
  • Customized training
  • Demonstration Meeting
  • URS team managers in attendance to answer
    questions
  • Public Meeting
  • Explain the reasons behind the site
  • Show how to use the site
  • Display online tutorials

30
c.
End Product
  • Metadata
  • PDFs of All Maps
  • Printed Presentation Maps
  • Electronic Map Files
  • Your staff can customize maps after delivery
  • Organized data in a clear user friendly manner
  • All data in same coordinate system
  • All data virtually seamless from county to county
