11Define and Track SMART Goals
- Set goals based on student data
12Assign Actions to SMART Goals
- Set tasks and assign responsibility for each
goal. - Set measures and expenditures
13Assign Research to Actions
14Assign Standards
15Allocate Funding
- Delineate school budgets
- Allocate funds from various funding sources to
each set of goals and actions

17What is SPELL?
- SPELL is a web-based application that
- Generates AMAO 1, AMAO 2 and AMAO 3 reports
- Summary format
- Detailed format
- Facilitates reclassification using state and
district criteria - Supports query to identify students not making
growth - Allows filtering of all reports by demographics,
programs and US and district entry dates for
powerful analysis
18AMAOs
- AMAO 1 - Progress
- Annual increases in the percentage of children
making progress in learning English - AMAO 2 - Attainment
- Annual increases in the percentage of children
attaining English proficiency by the end of each
school year
19AMAO's
- AMAO 3 Academic Achievement
- Adequate Yearly Progress (AYP) for English
Learners at the LEA level in English Language
Arts and Math.
20AMAO 1
- Students are expected to gain one (overall) CELDT
proficiency level annually until they reach
English-proficient level and then maintain that
level until redesignated. - Students at Beginning, Early Intermediate,
Intermediate level are expected to gain 1 level - Students at Early Advanced level are expected to
bring all subskills up to Intermediate level - Students at the level required for redesignation
are expected to maintain that level.
21AMAO 1 Targets - old
- The starting target for 2003-04 is 51 of EL
students in the LEA meeting the annual growth
objective. - The ending target is 64 of EL students in the
LEA meeting the annual growth objective.
CDE PRESENTLY RESETTING TARGETS
22AMAO 2
Students who reach English Language Proficiency
EL students who can reasonably be expected to
reach English Language Proficiency (Cohort)
23English Language Proficiency
- ELP is defined as
- CELDT Overall proficiency is Early Advanced or
higher, - with each sub-skill area (L/S, R W) at
Intermediate level or higher.
24EL Cohort
- Includes students with 2 years of CELDT scores if
they have been in US schools for 4 or more years - At any CELDT level
- Includes students with 2 years of CELDT scores
if they have been in US schools for less than 4
years - At the Intermediate level or above who did not
reach English proficiency the prior year - Below the Intermediate level the prior year who
met the English proficient level the current year
25AMAO 2 Targets - old
- The starting target for 2003-04 is 30 of EL
students in an LEA meeting English proficiency. - The ending target in 2013-14 is 46.
CDE PRESENTLY RESETTING TARGETS
26AMAO 3
- 2005-2006 Annual Yearly Progress (AYP) Targets
for English Learner Subgroup in ELA and
Mathematics - Numerically significant subgroup includes
- 50 students enrolled or with valid test scores
who make up at least 15 of the schools
population - OR
- At least 100 students enrolled or with valid
test scores
CDE PRESENTLY RESETTING TARGETS
27AMAO 3AYP Subgroup Targets 2006-07

29AMAO 1 Summary Report
Shows if district has met target and if all
schools and grade levels have met/not met targets
30AMAO 1 Detailed Report
Shows each students data for two years and
highlights students who met AMAO 1 target.
31AMAO 2 Detailed Report
Shows students from AMAO 2 cohort, their
performance data for two years and highlights if
they have/have not met targets. Also shows US and
district entry data for filtering analysis.
32AMAO 3 Summary Report
Shows if district has met proficiency targets on
CST and participation rate.
33AMAO 3 Detailed Report
Shows if students have met proficiency
requirements on CST
34Adding Local District Reclassification Criteria
35Detailed Reclassification Report
Shows students ready for reclassification. Allows
filtering for those met/not met reclassification
criteria and further analysis related to
demographics of that population.
36SPELL Analyzer
Helps identify students who have failed to be
reclassified due to performance shortcomings in
specific areas.
37Advantage SPELL!
- Produce AMAO reports with individual student
details. - Produce summary and detail reports at district,
school and grade levels. - Access reports in a user friendly web
environment. - Filter data based on a variety of demographic
parameters. - Include state and district criteria in
redesignation calculations. - Maximize analysis and planning with focused EL
subgroup reports. - Identify students who are on the learning
plateau toward redesignation using the SPELL
Analyzer.
