- 1. The originator creates a draft directive
using the Navy directives standards. - References SECNAVINST 5215.1D, Secretary

Directives Issuance System -
- The originator shall contact the appropriate
competency DSCP to receive guidance on the
directives process. - Additional guidance is also available on the
NAVAIR Directives Web site (http//directives.nava
ir.navy.mil/) under the HOW TO section, which
includes directives templates and formatting
guidance.
- TIPS
- Determine the type of directive to be issued
(instruction, notice or change transmittal). - Ensure the directive adequately documents
programs, functions, assigned tasks,
organization, policies and procedures. - Assign a Standard Subject Identification Code
(SSIC) to newly issued directives. Use DoN
Standard Subject Identification Code (SSIC)
Manual SECNAV M-5210.2. Contact your DSCP if you
need further guidance. - Identify classified directives per SECNAVINST
5510.36A, Department of the Navy Information
Security Program (ISP) Instruction. - Ensure early clearance and coordination is
obtained from the NAVAIRHQ Forms Manager
(AIR-7.0C) when forms are involved in the
directive. - Coordinate all proposed directives with the
appropriate NAVAIR and external activities, as
applicable, that are process stakeholders. - Use the Directive Templates available on the
Directives Website to ensure the correct format.

within 60 working days.
3Originator Conducts Coordination Meeting
2. The originator coordinates the draft directive
with process stakeholders and appropriate Subject
matter Experts (SMEs) by holding a Directive
Coordination Meeting in person and/or virtual
(via e-mail, video telephone conference (VTC)).
a. In Person and/or VTC. Invite all process
stakeholders and SMEs to the coordination meeting
to review and edit the directive. When
scheduling the meeting, include the draft
directive in the meeting invitation and allow
sufficient time for the invitees to review the
directive (minimum of 10 working days) prior to
the coordination meeting. Include all the
competencies DSCPs on the invitation to ensure
that all the necessary process stakeholders have
the opportunity to attend the coordination
meeting and review and comment on the directive.
During the coordination meeting, the originator
will resolve any issues that arise and document
the results. b. Via E-mail 1. Create
e-mail for routing and send the draft directive
for review and comment to all process
stakeholders and SMEs. Include all competencies
DSCPs on e-mail to ensure that all the necessary
process stakeholders have the opportunity to
review and comment on the directive.
(a) For new directives or directives that revise
policy or responsibilities, allow 10 working
days. (b) For change transmittals,
allow 5 working days. All comments will be
provided to the originator/ process owner via
e-mail. c. Originator prepares NAVAIRHQ

c. Originator prepares NAVAIRHQ Directives
Coordination Worksheet for LEVEL-1 Approval,
NAVAIR 5215/18, within 5 working days of the
coordination meeting and/or the e-mail due date.
(1) Document coordination meeting attendance
and/or e-mail responses and all results,
including comments, concurrences, issues and
their resolutions. (2) Include the date and
time of the coordination meeting and e-mail
responses, if applicable. (3) For each
process stakeholder/SME, NAVAIR 5215/18 shall
specify one or more of the following,
concurrence via coordination
meeting concurrence via e-mail concurrence
via non-attendance concurrence via
non-response of e-mail request comments noted
and incorporated comments noted, but not
incorporated non-concurrence (4)
Non-attendance of coordination meeting by
stakeholders/SMEs shall be noted on NAVAIR
5215/18 as concurrence via non-attendance.

meeting. (5) Non-response by
stakeholders/SMEs of e-mail requests shall be
noted on NAVAIR 5215/18 as concurrence via

3. Originator Resolves Any Remaining Issues and
Completes Final Draft a. Originator incorporate
necessary changes based on appropriate comments
from the coordination meeting and/or e-mails
within 10 working days of the coordination
meeting. (1) If comments received are not
incorporated, direct feedback with the submitting
process stakeholders/SMEs must be
coordinated. (2) If comments received are
incorporated and they materially affect another
competency, it is mandatory that the affected
stakeholders/SMEs are informed and allowed to
review the directive again. (3) The
originator/process owner must resolve any
significant issues prior to proceeding with the
approval of the directive. PLEASE NOTE
Reviewers must put any objections in writing. b.
Originator prepare directives package. The
directives package consist of the following as
applicable the final draft directive all
enclosures/attachments all references cancelled
directives forms and reports summary of
significant changes (if a revision) any relevant
background information all comments/concurrence
and documentation of any resolutions completed
NAVAIR 5215/18 electronic copy of the directive
and references should be attached to the package.
c. Originator provides the directives
package to the competency DSCP.

6DSCP Reviews Level 1 Directive
- DSCP Reviews
- a. The DSCP reviews the directive to ensure
compliance with Navy directives standards. - Recommend the DSCP review be accomplished within
5 working days of receipt. - The DSCP will determine the following in their
review - The directive conforms to the appropriate
standards and format - The type of release (instruction, notice or
change transmittal) is appropriate - The correct SSIC is assigned
- The references cited are current
- The directive does not duplicate, overlap or
conflict with other directives - The proper concurrence has been obtained by using
NAVAIR 5215/17 - The distribution is complete and accurate
- The use of reports and forms is appropriate
- The classification markings are correct for
classified directives - The directive has a logical arrangement of
content and recommend changes to improve clarity - The level of signature for the directive is
correct - b. If major corrections are required, the DSCP
will forward the directive back to the originator
to make revisions.
- Recommend 5 working days for the DSCP to review
and forward to DCP

7DCP Performs Quality Review and Coordinates Legal
Review
- DCP Reviews and Coordinates Legal Review
- a. The DCP performs quality assurance review of
directive. Recommend this be accomplished within
5 working days of receipt. If significant
changes are required or if there is incomplete
information in the directives package, the
directives package will be sent back to the
originator for changes/resolutions. - b. The DCP submits the proposed level 1
directive electronically to Legal (AIR-11.0) - Legal will determine legal sufficiency.
Recommend the DCP allow 15 working days for this
review. - (1) Upon AIR-11.0s determination of
legal sufficiency, the DCP returns within 1
working day the directives package, including the
updated NAVAIR 5215/18, to the competency DSCP
for the appropriate Level 1 competency head
approval and signature. - (2) If any issues arise during these
reviews - (a) the DCP will engage the
originator, within 1 working day of receipt of
the issues(s), via e-mail to resolve, and will cc
the appropriate competency DSCP and AIR-11.0
representative. NAVAIR 5215/18 must be updated
by the DCP to reflect the status of the directive
and submitted to the originator. - (b) The originator works to resolve the
identified issue(s) within 30 working days.
After the issues are resolved, the necessary
changes have been incorporated into the
directive, and NAVAIR 5215/18 is updated, the
originator notifies the DSCP of the resolution(s)
and sends the updated directives package to the
DSCP. -

8Legal Reviews Directive
Legal determines the legal sufficiency of the
directive. Legal also ensure that the references
are appropriate for the directive. If any
issues arise during the review, the DCP will
engage the originator to resolve and notify the
other still reviewing the directive.

9DCP Sends Disapproved Directive to Originator for
resolution
DCP Sends Disapproved Directive to Originator and
copy the appropriate DSCP and Legal If any
issues arise during the Legal reviews, the DCP
will engage the originator to resolve, within 1
working day of receipt of the issue(s), via
e-mail to resolve and will carbon copy (cc) the
appropriate competency DSCP and AIR-11.0
representative. NAVAIR 5215/18 must be updated
by the DCP to reflect the status of the directive
and submitted to the originator.

Originator of the issue.

10DCP Sends Approved Directive to DSCP
The DCP submits the proposed level 1 directive
electronically to Legal (AIR-11.0) \ Upon
AIR-11.0s determination of legal sufficiency,
the DCP returns within 1 working day the
directives package, including the updated NAVAIR
5215/18, to the competency DSCP for the
appropriate Level 1 competency head approval and
signature.

assistant commander) signature. - Recommend the competency direct chain of command

each code (not to exceed 20 working days).

approval, the Level 1 forwards the final package
to the DSCP. The DSCP updates NAVAIR 5215/18 to
document the Level 1 approval. Thereafter, the
DSCP sends the approved directives package to the
DCP within 1 working day of receipt of the signed
directive. -

7(b) If the Level 1 does not approve the
directives package, the Level 1 returns the
package back to the DSCP (1) The DSCP
updates NAVAIR 5215/18 and forwards the
directives package to the originator for
resolution within 1 working day upon receipt from
the Level 1. (2) The originator works to
resolve the identified issue(s) within 30 working
days. After the issues are resolved, the
necessary changes have been incorporated into the
directive, and NAVAIR 5215/18 is updated, the
originator notifies the DSCP of the resolution(s)
and sends the updated directives package
(including updated NAVAIR 5215/18) to the DSCP.

- 9. DCP Publishes New Directive
- a. Once the directive has been signed, the DCP
submits the newly approved directive to NAVAIRs
Imaging Center (AIR-7.2.2) to scan in PDF format
within 1 working day of receipt from the DSCP. - b. Once scanned, the DCP posts newly effective
unclassified directive onto the NAVAIR directives
publicly-accessible Web site, http//directives.na
vair.navy.mil/, within 1 working day. - c. The DCP notifies the originator and the DSCP
of the directives status within 1 working day of
the posting or after being informed the directive
has been approved. - d. The DCP updates NAVAIR 5215/18 and files the
approved directives package in the NAVAIRHQ
directives case file within 1 working day after
publication.
