What is a Proposal?
  • The general purpose of any proposal is to
    persuade the potential sponsor to implement a
    project that you would like to launch. Any
    proposal offers a plan to fill a need, and your
    reader will evaluate your plan according to how
    well your written presentation answers questions
    such as
  • WHAT you are proposing
  • HOW you plan to do it
  • WHEN you plan to do it, and
  • HOW MUCH it is going to cost

  • Scope of work
  • Budget budget justification
  • Any other forms required by the sponsor

  • Briefly explain the project
  • Discuss our commitment to the project
  • Signed by the Principal Investigator and the
    individual authorized to sign for the University

Scope of Work
  • Discuss the project
  • Discuss how you will accomplish the project
  • Discuss how this project will benefit the sponsor
    as well as benefiting the University
  • (why the sponsor should fund this project)
  • Depending upon the sponsor and the project, you
    may be competing against thousands of other
    applications.

Other Forms Required by the Sponsor
  • The sponsor may require you to complete an agency
    specific proposal package such as the SF424.
    Review the Request for Proposal (RFP) and/or
    website for additional forms required in the
    application.

Federal Funding
  • The easiest way to locate federal funding sources
    is to use the Grants.gov website
    (www.grants.gov).
  • This website was developed to provide a simple,
    unified electronic storefront for interactions
    between grant applicants and the Federal agencies
    that manage grant funds.
  • There are 26 Federal grant-making agencies and
    over 900 individual grant programs that award
    over 400 billion in grants each year.
  • Free service, registration is not required.

Non-Federal Foundation Funding
  • The Community of Science (COS) website
    (www.cos.com) offers the world's most
    comprehensive funding resource, with more than
    24,000 records representing nearly 400,000
    opportunities throughout the world, worth over
    33 billion.
  • Sponsors include private foundations, public
    agencies, national and local governments,
    corporations and more.
  • The University has paid for an exclusive license,
    so it is free to all employees. Contact Jennifer
    Lessard at 7-2890 to set up a username password.

  • The UND Research Development Compliance Office
    lists multiple internal funding solicitations
    every year. The goals of these programs are to
    enhance the ability of the faculty to submit
    successful external grant applications or to
    present his/her creative activity at a
    professional meeting.

  • ND EPSCoR Office is located on the UND campus and
    has the overall goal of increasing the
    competitiveness of North Dakota for merit-based
    grants and contracts in support of science and
    technology research from federal funding
    agencies.

Tips
  • Contact a senior or funded member of your
    department and ask them to read and edit your
    proposal.
  • Use the largest font size you can. The best font
    is Arial/Helvetica. Twelve point is best but you
    can get away with eleven.
  • Be Concise! Dont use ten words to say what you
    can in five.
  • Use the active voice in your writing. Keep it
    interesting and conversational. You want the
    reviewer to come away excited about your idea.
  • Use good persuasive writing. Be assertive in your
    ideas while still acknowledging room for debate
    and the value of other opinions.
  • The most important part of your proposal is the
    summary.
  • Follow the sponsor guidelines.

Research Fellowships
  • Research Fellowships are offered by the Research
    Development Compliance Office
    (http//www.und.edu/dept/rdc/) in collaboration
    with the University Writing Program
  • During the year, applications are invited from
    UND faculty for research fellowships (1,000
    each) to facilitate writing proposals for
    external funding of their research and scholarly
    activities
  • Teams of two (faculty proposal writer and mentor)
    will engage in a 10-session (one hour each)
    writing seminar
  • The goal of the seminar will be for each faculty
    writer to complete a research proposal, with the
    assistance of a mentor, that will be suitable for
    submission to an external sponsor

Obtaining Signatures
  • UND requires that all external proposals be
    routed to the appropriate people for review and
    signature. Signature is obtained on the Proposal
    Routing Form.

Proposal Routing Form
  • Project information such as PI, title, sponsor,
    and proposed dates
  • Financial information such as budgeted amount and
    indirect cost amount
  • Proposal deadline date
  • Current project number (if applicable)
  • Verify the use of animals, humans, biohazards,
    and radioactive materials
  • Verify lobbying, construction, confidentiality,
    and Native American focus
  • Verify the filing of a Financial Interest
    Disclosure form
  • Signatures
  • If multiple departments on campus are
    collaborating on a proposed project, you are
    required to obtain signatures from all of the
    departments involved.

Routing
  • Once the proposal is brought to Research
    Administration, it will be reviewed and then
    brought to the appropriate people for signature.
  • You can track the progress of the proposal on the
    Research Administration website at
    http//www.med.und.nodak.edu/researchadmin/proposa
    lrouting.html.

Traditional Submissions
  • Once the proposal is signed by everyone, the
    Research Development Compliance Office will
    call the contact name on the Proposal Routing
    Form. This person can then pick up the proposal
    and mail it.

Electronic Submissions
  • Electronic proposal submission systems such as
    Grants.gov and NSF FastLane require the
    University to submit the proposal electronically.
  • The hard copy of the proposal is routed for
    signatures, while the electronic version is sent
    to the Research Development Compliance Office.
  • Once the hard copy of the proposal is signed by
    everyone, the Research Development Compliance
    Office will submit the electronic version of the
    proposal.
