A Knowledge Exchange Model for Scholarly
Publishing The Public Knowledge Project
(http//www.educ.ubc.ca/faculty/ctg/pkp/public)
proposes a more radical revision of scholarly
communication, one which shifts the control of
research dissemination to the research library,
as the basic unit of knowledge management for the
university and other research sites, in order to
greatly reduce the costs while improving the
value and access of research on a global scale.

this model will be calculated against the current
budgets of participating agencies.The research
serials acquisitions budget, which for the 121
North American members of the Association of
Research Libraries now totals 480 million US,
would provide the bulk of the funding for this
model. In addition to reducing costs for research
libraries, the systems increase in public access
and intelligibility could well encourage greater
government and philanthropic support for research
libraries.
