DFO Mandate
  • Fisheries and Oceans Canada is the lead federal
    government department responsible for developing
    and implementing policies and programs in support
    of Canada's economic, ecological and scientific
    interests in oceans and inland waters.

  • DFO staff are engaged in the planning and
    management of

DFO Information Requirements
  • Recent survey results (2003) indicate DFO Habitat
    staff were challenged with locating, accessing,
    and integrating important spatial information as
    it is often housed within multiple government and
    non-government organizations.
  • In addition, staff did not have access to
    convenient, simple tools to create spatial data,
    upload standalone spatial datasets received from
    others, or search efficiently for spatial
    datasets vital to staff programs and projects.
  • Staff require access to physical, social and
    biological spatial information. Examples include
    TRIM, NTDB, CHS marine charts, orthophotos,
    cadastral, marine resource mapping, fish
    presence, habitat mapping, salmon escapement,
    etc

DFO Information Requirements
  • An internal working group comprised of both
    business and technical representatives was
    established (HIMWG).
  • The HIMWG represent the fish and fish habitat
    information requirements of all habitat staff
    within the Pacific Region.
  • Access to spatial information through
    Interoperability was ranked as a high priority
    by the HIMWG as this capability was deemed
    critical to the success of DFO programs and
    projects.
  • The HEB GIS Unit was tasked by the HIMWG to
    develop MAPSTER 2.0, an Interoperable, Open GIS
    Consortium Inc. (OGC) compliant web mapping
    application.

MAPSTER 2.0 Development
  • The DFO HEB GIS Unit developed MAPSTER 2.0 using
    ESRI ArcIMS software and the Web Mapping Service
    (WMS) and Web Feature Service (WFS) OGC compliant
    connectors.
  • University of Minnesota MapServer was
    integrated into the
  • application to support the GIS file upload
    function.
  • The MAPSTER 2.0 customised interface was
    developed using Moxi Media's (Vancouver, BC)
    OGC-compliant Internet Mapping Framework (OGC
    IMF)
  • Available in both official Canadian languages
  • FGDC compliant Metadata available

Direct Benefits
  • Implementation of the OGC specifications
    facilitates, for the first time ever, DFO staff
    access to all BC Government TRIM basemaps, TRIM
    orthophotos, Forest Cover mapping, high quality
    road network data, etc.
  • Other OGC compliant sites will be able to access
    and integrate spatial information from the
    MAPSTER 2.0 mapservices.
  • Operational direct dollar savings (no data
    management)
  • Registered with the GeoConnections Discovery
    Portal

Future Enhancements MAPSTER 2.1
  • Existing FGDC compliant metadata will be
    available for spatial or keyword searches through
    implementation of an OGC compliant metadata
    search engine. The search engine interface will
    also facilitate connections to any other OGC
    compliant web map services so that DFO staff may
    access and query other map layers not native to
    MAPSTER 2.0.
  • The addition of several more important OGC and
    non-OGC sourced spatial datasets including
    cadastral data, water use information,
    development review information, and aerial
    photography flight line / photo catalogues.
  • Development of an attribute query tool which
    will select sets, or subsets, of spatial features
    and display those features with a highlight
    colour.

Future Enhancements MAPSTER 2.1
  • Style Layer Descriptors allows users to control
    the cartographic symbolisation of map features
  • Capability to plot poster size (ANSI D and E
    size) maps
