ButK. Project Summary.
  • Bottom up to Kyoto (ButK) is a pilot project
    that aims to enable the municipalities across
    Europe to make the switch to efficient street
    lighting systems. In 36 months, 5 municipalities
    in the European Union will develop new tools to
    make it possible. ButK intends to be a model in
    the street lighting field that might be of use
    for all municipalities in Europe, and to prove
    that the switch to efficient lighting systems is
    possible and beneficial.
  • Particularly, ButK will
  • Remove barriers to uptake of energy efficient
    lighting systems.
  • Provide energy and cost savings.
  • -Help the Member States to meet the Kyoto
    targets.
  • The European Lamp Manufacturers (ELC), the
    Electrical Wholesalers (EUEW) and the Electrical
    Installers (AIE), together with an Energy
    Performance contractor, Berliner Energieagentur
    GmbH, will assist these municipalities (Cluj,
    Raciechowice, Riga, Slovenska-Bistrica and Voru)
    and help them to achieve significant energy
    savings at a local level bottom up!

ButK. Background.
  • The European Union has committed, under the Kyoto
    Protocol, to reduce the CO2 emissions into the
    atmosphere, as part of the fight against climate
    change. Efficient lighting can contribute to
    achieve this important goal. This can be
    illustrated by the fact that by 2010, a total of
    180 million tones of CO2 could be prevented with
    energy-efficient products and appliances.
  • However, some market obstacles can prevent this
    from happening
  • Higher purchase price (compared to a lower
    life-cycle cost),
  • Little or no understanding of the long term
    benefits, etc.
  • These opportunities and problems will be tackled
    by ButK at a local level. The projects aim is
    to offer the municipalities with tools that
    enable them to make efficient use of their
    resources whilst reducing energy pollutants into
    the atmosphere. The challenge that ButK poses
    to the EU is relevant in the sense that it
    combines the need to fight against climate change
    and to raise awareness of the need to adopt
    energy efficient behaviors that help us achieve
    the Kyoto goals.

ButK. Objectives and main steps.
  • The objectives set by ButK are
  • Analyse the consumption of CO2 per capita, in
    order to calculate its potential savings and
    costs.
  • Offer technical and economical feasibility of
    energy saving solutions.
  • Identify energy service companies (ESCOs).
  • Prepare energy performance contracts.
  • Tailor-make solutions designed at local level
    find a best-practice model that can be replicated
    across Europe.
  • In conjunction with an energy performance
    contractor located in Germany, the municipalities
    will be able to carry out their current
    calculations of CO2 emissions in order to draw up
    a suitable plan to switch to efficient street
    lighting system, reduce their emissions and
    generate savings from this. This will be
    implemented through a public tendering process
    where all ESCOs will be invited to participate.

ButK. Expected results.
  • ButK is a pilot project that intends to be a
    model for all municipalities in Europe to switch
    to efficient street lighting systems. After an
    in-depth analysis of the status quo in the 5
    municipalities where the project will be carried
    out, standard calls for tender will be produced
    containing the most important requirements. These
    calls for tender can be replicated in any
    municipality in Europe, only after adaptation to
    their particular conditions, such as the local
    regulatory framework, etc. Likewise, a method of
    calculation of CO2 emissions adapted to lighting,
    will be produced.

  • Medium and long term solutions for municipalities
    that can be replicated in other municipalities.

    industry.
