2WPHSOS SURVEY BACKGROUND
- The final regulations for the Individuals with
Disabilities Education Improvement Act (IDEA)
were intended to improve the post high school
outcomes of youth with disabilities by requiring
state and local education agencies to develop and
implement formal procedures and strategies to
address this critical period of transition. - The Wisconsin Post High School Outcomes Survey
(WPHSOS) provides a framework that both the State
Educational Agency (SEA) and Local Education
Agencies (LEA) can utilize to conduct outcomes
studies, identify critical outcomes and needs,
and improve the post high school outcomes of
future students.
3WPHSOS SURVEY BACKGROUND
- In preparation for this survey, an extensive
literature review was conducted in 1999 to
examine similar data collection methods in other
states and to ensure similarities in survey
design with the NLTS and NLTS2. - Additionally, information was gathered from the
National Post School Outcomes Center, the DPI
Stakeholders Advisory Committee, and the
Wisconsin Statewide Transition Summit. - As a result, the survey questions have changed
very little over the past 7 years.
4WPHSOS Limitations/Terms
- A limiting factor in the survey is the small
number of responses for individual items when
analyzed by some sub-categories of ethnicity and
low incidence disabilities. Some individual cells
had fewer than five responses, making it
necessary to interpret results with caution. - Minority combines ethnic categories of
Asian/Pacific Islander, Black/Not Hispanic,
Hispanic, and American Indian/Alaskan Native - Low Incidence combines Autism, D/B, HI, OHI,
OI, S/L, TBI, VI
5WPHSOS IDEA 97 - 1999-2000 through 2004-05
- Wisconsin collected outcomes data from a
statewide random sample of successful exiters in - 2001 (1999-2000 exiters)
- 2003 (2001-02 exiters)
- 2005 (2003-04 exiters)
- Mini-grants were available to local districts in
- 2002 (2000-01 exiters)
- 2004 (2002-03 exiters)
- 2006 (2004-05 exiters)
6WPHSOS IDEA 2004
- Wisconsin collects data from districts based on a
six-year cycle that is aligned with other data
collection activities - 2005-06 (17 districts)
- 2006-07 to 2010-11 (approx. 88 districts each
year) - This means that over a six year period, each LEA
in Wisconsin will collect and report outcomes
data once - Milwaukee Public Schools will be sampled and
included annually

- WDPI has granted a Discretionary Grant to CESA
11 to develop the Statewide Post High School
Outcomes Survey (WPHSOS) website
www.posthighsurvey.org - Developed to assist LEAs with the data collection
and reporting requirements of Indicator 14 - Designed to ensure consistency in data collection
and reporting in a time-efficient, cost-effective
manner.

- Data is presented for survey years in which there
was a statewide sample. While respondent data
from the mini-grant years is representative of
the state population, different methods of data
collection were allowed so are not used in
longitudinal analysis - Data is presented by survey years, with 2005-06
including - all survey respondents (is the 2005-06 baseline
data) - only successful survey respondents so data is
comparable with previous survey years - dropouts

- During baseline year (2005-06) and 2010-11,
Indicator 14 results can be flat or even
decrease, but there must be an increase in
outcomes in 2010-11 over 2005-06 - Because Wisconsin is sampling, each year is
essentially baseline no group has the
opportunity to receive training and have their
results assessed again - NPSO recommends small increases (or none if
baseline data is questionable) as any slippage
will need to be addressed
