Title: Indicator 14 Post High School Outcomes

1
Indicator 14 Post High School Outcomes
  • Mary Kampa, Indicator 14 and the Wisconsin Post
    High School Outcomes Survey kampam_at_shelllake.k12.w

2
WPHSOS SURVEY BACKGROUND
  • The final regulations for the Individuals with
    Disabilities Education Improvement Act (IDEA)
were intended to improve the post high school
outcomes of youth with disabilities by requiring
state and local education agencies to develop and
implement formal procedures and strategies to
address this critical period of transition.
  • The Wisconsin Post High School Outcomes Survey
(WPHSOS) provides a framework that both the State
Educational Agency (SEA) and Local Education
Agencies (LEA) can utilize to conduct outcomes
studies, identify critical outcomes and needs,
and improve the post high school outcomes of
    future students.

3
WPHSOS SURVEY BACKGROUND
  • In preparation for this survey, an extensive
literature review was conducted in 1999 to
examine similar data collection methods in other
states and to ensure similarities in survey
design with the NLTS and NLTS2.
  • Additionally, information was gathered from the
National Post School Outcomes Center, the DPI
    Stakeholders Advisory Committee, and the
    Wisconsin Statewide Transition Summit.
  • As a result, the survey questions have changed
very little over the past 7 years.

4
WPHSOS Limitations/Terms
  • A limiting factor in the survey is the small
number of responses for individual items when
analyzed by some sub-categories of ethnicity and
low incidence disabilities. Some individual cells
had fewer than five responses, making it
necessary to interpret results with caution.
  • Minority combines ethnic categories of
    Asian/Pacific Islander, Black/Not Hispanic,
    Hispanic, and American Indian/Alaskan Native
  • Low Incidence combines Autism, D/B, HI, OHI,
    OI, S/L, TBI, VI

5
WPHSOS IDEA 97 - 1999-2000 through 2004-05
  • Wisconsin collected outcomes data from a
statewide random sample of successful exiters in
  • 2001 (1999-2000 exiters)
  • 2003 (2001-02 exiters)
  • 2005 (2003-04 exiters)
  • Mini-grants were available to local districts in
  • 2002 (2000-01 exiters)
  • 2004 (2002-03 exiters)
  • 2006 (2004-05 exiters)

6
WPHSOS IDEA 2004
  • Wisconsin collects data from districts based on a
six-year cycle that is aligned with other data
    collection activities
  • 2005-06 (17 districts)
  • 2006-07 to 2010-11 (approx. 88 districts each
    year)
  • This means that over a six year period, each LEA
in Wisconsin will collect and report outcomes
    data once
  • Milwaukee Public Schools will be sampled and
    included annually

7
Indicator 14 Post High School Outcomes Survey
  • WDPI has granted a Discretionary Grant to CESA
11 to develop the Statewide Post High School
    Outcomes Survey (WPHSOS) website
    www.posthighsurvey.org
  • Developed to assist LEAs with the data collection
and reporting requirements of Indicator 14
  • Designed to ensure consistency in data collection
    and reporting in a time-efficient, cost-effective
    manner.

8
Indicator 14 Definitions
  • Percent of youth who had IEPs, are no longer in
secondary school and who have been
  • competitively employed
  • enrolled in some type of postsecondary school or
  • both
  • within one year of leaving high school

9
Indicator 14 Definitions
  • who had IEPs
  • former student was classified as an individual
with a disability while in secondary school,
    meaning they
  • met disability eligibility criteria
  • had a need for special education
  • an IEP when they exited

10
Indicator 14 Definitions
  • are no longer in secondary school
  • student with an IEP exited their high school
  • with a regular diploma
  • with a certificate of attendance (including HSED)
  • at maximum age of eligibility (21 years old)
  • by dropping-out (including GED)

11
Indicator 14 Definitions
  • and who have been competitively employed
  • in an integrated community employment setting
  • working 35 hours per week or more
  • earning minimum wage greater
  • includes the military and supported employment
  • competitive is new to IDEA 2004

12
Indicator 14 Definitions
  • enrolled in some type of postsecondary school
  • 2-year college or community college
  • 4-year college or university
  • Public technical college
  • High school completion degree
  • Vocational school, apprenticeship or short-term
    training program
  • On-the-job training program

13
Indicator 14 Definitions
  • or both
  • Competitively employed and enrolled in
    postsecondary school
  • within one year of leaving high school
  • outcomes data must be collected from former
students between April and September following
their exit from their secondary placement

14
Indicator 14 Reporting Requirements
  • The reporting requirement is an unduplicated
count (reported as a percentage) of exiters who
are or have been competitively employed,
participating in any type of postsecondary
education or training, or both, since leaving
    high school.
  • Example 24 exiters with disabilities
  • 12 are or have been in postsecondary education
or training 8 are or have been competitively
    employed
  • 2 are doing both
  • 6 are neither competitively employed nor in
    ps. ed.
  • Indicator 14 83

15
Indicator 14 Survey Questions
  • Includes a 7 10 minute telephone interview (St.
Norbert College Survey Center) with former
students April June the year after they exit
    from high school
  • Assesses former students current participation
    in
  • independent living
  • postsecondary education
  • employment
  • high school employment and IEP planning
  • 4 open-ended questions

16
Indicator 14 Data and Reports
  • Data
  • All interview questions can be sorted by gender,
    ethnicity, disability and exit type
  • Reports
  • Summary Report (auto-filled)
  • District Report (partially-filled)
  • Comparative Analysis Reports (auto-filled)
  • District Improvement Planning Form (template)

17
Indicator 14 Data Analysis
  • Data is presented for survey years in which there
was a statewide sample. While respondent data
from the mini-grant years is representative of
the state population, different methods of data
collection were allowed so are not used in
    longitudinal analysis
  • Data is presented by survey years, with 2005-06
    including
  • all survey respondents (is the 2005-06 baseline
    data)
  • only successful survey respondents so data is
    comparable with previous survey years
  • dropouts

18
Indicator 14 Gender and Ethnicity of
Respondents by Survey Year
19
Indicator 14 2005-06 Exiters Comparison of
Statewide Population and Respondents for
Ethnicity
20
Indicator 14 Disability of Respondents by
Survey Year
21
Indicator 14 Exit Type of Respondents by Survey
Year
22
Indicator 14 Respondent Summary
  • State Respondents have consistently matched the
    State Population over survey years
  • The small baseline sample in 2005-06 yielded a
higher of minority youth than previously
represented, but Respondents continues to match
    Population
  • Including Exiters who dropped-out changes the
of respondents little from previous survey years
(due to return to high school and difficulty
    locating them)

23

27
Indicator 14 Technical College by Survey Year
28
Indicator 14 Postsecondary Education Summary
  • Overall participation in postsecondary education
and training has been consistent over time (45 -
    48)
  • Types of postsecondary education have changed
  • a higher of female exiters participating
  • participation in 4-Yr increasing more than 2-Yr
  • Inclusion of dropouts in 2005-06 did not affected
the overall of participation (46 vs 47),
although as a group, dropouts participate less in
all types of postsecondary ed./training (46 vs
    28)

Indicator 14 Rate of Pay by Survey Year
34
Indicator 14 HS Employment and Drivers
License by Survey Year
35
Indicator 14 Employment Summary
  • Employment from 1999-01 to 2003-04 decreased but
    rebounded in 2005-06
  • Beginning with 2005-06, employment must be
competitive employment to be included in
    Indicator 14.
  • Employment over time
  • employment in the community has increased
  • hours per week worked have remained stable
  • wages have increased slightly

36
Indicator 14 Employment Summary
  • Several HS indicators have changed
  • fewer report paid employment while in HS
  • fewer are obtaining a valid drivers license in
    HS
  • Inclusion of drop-outs in 2005-06 did not
affected the overall of those competitively
    employed (33 vs. 34)
  • As a group, dropouts are employed at comparable
    rates, but a higher
  • work more hours per week
  • earn less per hour

37
Indicator 14 2005-06 Major Outcomes
38
Indicator 14 1999-2000 to 2005-06 Major Exiter
Outcomes
39
Indicator 14 Summary of Major Outcomes
  • Data collection on youth with disabilities one
year after exiting high school, indicates
  • there is a consistent of youth attending
postsecondary education or training over time
  • the of youth employed increased last year,
following three years of decline in employment
  • high school factors may influence competitive
    post high school employment
  • fewer than ½ of youth who are employed are
    competitively employed

40
Indicator 14 Setting Indicator 14 Targets
  • During baseline year (2005-06) and 2010-11,
Indicator 14 results can be flat or even
decrease, but there must be an increase in
    outcomes in 2010-11 over 2005-06
  • Because Wisconsin is sampling, each year is
essentially baseline no group has the
opportunity to receive training and have their
    results assessed again
  • NPSO recommends small increases (or none if
baseline data is questionable) as any slippage
    will need to be addressed

41
Indicator 14 Setting Indicator 14 Targets
  • Three models of Improvement Goal are offered
  • Maintenance
  • Equal Step
  • Plateau Step
