ARTICLE 20MERIT PROMOTION AND PLACEMENT
  • 20-6 b. Selecting Officials Duties Include
  • (3) After interviewing the candidates, make the
    selection or provide written reasonable
    justification to the HRO for non-selection for
    each candidate on the Area 1 promotion
    certificate.

  • 20-7 Areas (order) of Consideration
  • (1) Area one All Alabama Army National Guard
    civilian excepted and competitive technicians who
    are members of or are eligible for membership in
    the Alabama Army National Guard or others who
    have legal entitlements.
  • (2) Area two All other members of the Alabama
    Army National Guard

    membership in the Alabama Army National Guard
  • 20-9 Temporary Promotion
  • For a period of more than 30 days but less than
    120 days
  • 90 day rule between voluntary position changes is
    no longer in contract

ARTICLE 21TEMPORARY EMPLOYEES
  • 21-4 Time Limits
  • Temporary appointments in increments of up to (1)
    year, but not to exceed a total of (4) years, may
    be made without competition (NGB approval
    required for extensions beyond (4) years).

SUPERVISOR RESPONSIBILITIES
  • Need Merit, Statewide or Nationwide beside Fill
    in block 1
  • Need statement from individual if interview is
    declined
  • Perform the selection interview process, which
    includes
  • Conducting interviews with all referred
    candidates for non-supervisory positions
  • Ensuring appropriate behavior and questions
    during the interview

SOME INTERVIEWING RULES
  • Have a pre-developed standard list of interview
    questions
  • Only ask questions directly related to
    performance of the job
  • EEOish questions are no-nos
  • Ask open-ended - not closed questions

COMPATIBILITY
  • Compatibility goal is 100
  • P.L.90-486 requires technicians to be assigned to
    a compatible military assignment
  • Employee must be compatible before an effective
    date is set (Staffing needs a copy of the
    transfer request)

COMPATIBILITY
  • All military transfers of technicians must be
    routed through HRO-Staffing
  • Command Leadership Waivers - NTE 3 yrs
    (Individual is allowed 1 per position)
  • Rank inversion is not allowed

USERRA
  • Technicians absent for military duty under Title
    10 or Title 32 have reemployment rights and
    benefits if
  • technician has given advance notice of military
    service
  • cumulative length of service does not exceed 5 yrs

USERRA
  • Technicians must return to technician status
    within the following time periods after discharge
    from military service
  • Length of Military Service Time Limit
  • More than 180 days 90 days
  • More than 30, less than 181 14 days
  • Less than 31 days 1st workday
  • Technicians must out-process with HRO if LWOP is
    more than 30 days
