conflicting laws such as PD 705, NIPAs Law, IPRA,
Mining Act, etc.

the Uplands
- Limited participation of LGUs in managing the
uplands despite the devolved DENR functions - Existing planning system is project-oriented,
sectoral-focused and limited integration of
concerns on environment protection and natural
resource management - Inadequate and inaccurate data on existing land
use plans of LGUs - Macro-level watershed management programs/ plans
not trickled down at the community level - Less effective, limited impact and not
sustainable projects and programs for uplands
communities.

5What is a Land-Use Based Barangay Development
Plan?
- Centerpiece document that identifies the
development priorities, needs and interests of
the local community
- Comprehensive development plan of the local
communities anchored on the physical plan of the
lands and its natural resources within the
barangay.
Workable, cohesive and rational plan that has a
clear visualization of locally-delineated
forestlands, agricultural lands and other land
use classifications that will serve as the basis
for the sustainable uses of limited upland
resources within the barangay.
6Purpose of the LUB-BDP
- To empower and capacitate the barangay local
government units in regulating and managing the
lands and natural resources within the local
communities and ensure that continued denudation
and degradation of upland areas and forestlands
are not further sustained by an expanded use of
upland areas for agricultural purposes. -
To improve existing local development (sectoral
and physical) development planning process of
the Local Government Units by facilitating
participatory land use planning at the barangay
level and integrating these plans to the
Municipal Land Use Plans.
