33
  • WHAT IS BEING REQUIRED?

New Bill includes legislation to ensure all
schools implement the statutory provisions in the
School Teachers Pay and Conditions Document
34
  • ISSUES OF RELEVANCE
  • Teachers not undertaking the 24 Tasks (National
Agreement) and an expected downward movement on
    staff hours
  • Full and effective implementation of PM
  • Rarely cover from September from max. of 38
    hours
  • Dedicated headship time
  • PPA time the spirit as well as the letter of
    the law
  • Effective deployment of staff in schools, eg.HLTA.

35
  • CURRENT EVIDENCE
  • NASUWT survey of 16,000 indicate
  • 63 cover 20 hours a year
  • 37 directed to activities not related to PPA
  • 5 claim no PPA time

36
  • LINCOLNSHIRE SURVEY EVIDENCE
  • Few enjoy any dedicated headship time governors
    had rarely discussed this issue
  • Rarely cover regulations on course to be in
    place but confusion
  • Many primary school heads undertake cover often
    long term
  • HLTAs and TAs often cover with some adopting
emergency measures such as splitting classes
  • Most staff can avoid undertaking the 24 Tasks but
frequently want to, eg. photocopying, display
  • PPA firmly in place in most schools

37
  • PROPOSED CHANGES
  • If there is evidence that a school is not
complying, the LA can consider a warning notice
  • If remains non-compliant, can withdraw a schools
    delegated budget, appoint additional governors
    and ultimately appoint IEB
  •

  • Monitor and recommend actions regarding
    compliance of the National Agreement

    appraisal
  • Identify the induction, training and development
needs of all sections of the whole school
    workforce

recruitment and retention of the workforce

other organisations and agencies such as the TDA
    and DCSF

    the Lincolnshire workforce
