- Prior to RRC-04 MIFR contained 8580 assignments
to OPS in the planned bands - Some administration intensively used OPS in the

the protection of OPS during the planning

12Definition of other primary services
- 1.14 Other primary terrestrial services The
primary terrestrial services other than the
broadcasting service, and the primary radio
astronomy service, to which the frequency bands
174-230 MHz and/or 470-862 MHz are allocated in
the Planning Area in accordance with Article 5 of
the Radio Regulations.
13 Coordination procedure - General
- Procedure is described in Section 4.2 of Art. 4
- Applied to new or modified OPS assignments
- Consists in coordination of OPS assignment with
broadcasting service of all affected
administrations - Affected administrations are identified by
territory according to Section I of Annex 4 - No coordination OPS vis-à-vis OPS is effected
14Coordination procedure - Initiation
- A sends parameters and agreements with other
administrations to BR - Electronic forms G11 to G14 should be used
- BR identifies affected administrations
- BR publishes Special Section (SS) in BRIFIC
within 40 days from receipt
15Inclusion in Coordination procedure
- Adm. B asks to remove its name from the list of
agreeing administrations BR removes the
name and informs A - Adm. C asks to add its name to the list of
affected administrations BR verifies
whether the request is justified - If justified BR informs A and C and
publishes Addendum to Special Section - If not justified - BR informs C, no other
actions
16Coordination procedure - Seeking agreement
- Administrations attempt to reach agreement
- 50 days after SS BR asks to give decision
- 75 days after SS BR informs A on status of
coordination - No reply within 75 days considered as objection
- A may asks assistance. BR sends reminder
- No reply within 40 days after reminder is
considered as agreement - If continuing disagreement study by BR
17Completion of coordination procedure
- A sends final characteristics to the BR
- BR publishes Part B of Special Section and
updates the List - If change in characteristics results in newly
affected, the procedure is re-applied - Time limit for coordination 24 months after the
75 day period - BR assistance may requested before or at any
stage of the procedure
18Specific features of coordination procedure
- Shortcut, if all agreements are obtained
- No reply within 75 days is considered as
objection - Duration of the procedure is 24 months
- Change in parameters leads to re-application of
the procedure - Agreement can be for a limited period
- Deletion from List if no notification is received
under Art.11 within 12 months
19Notification procedure (1)
- Contained in Section 5.2 of Art. 5, based on Art.
11 of the Radio Regulations - Notification is made not earlier than 3 months
prior to bringing assignment into operation - Notification is made not later than 12 months
after entering in the List - BR performs 2 examinations regulatory (RR),
conformity to List (existence and parameters) - If both findings are favourable MIFR, if
unfavourable return to the administration

- Provision No. 5.2.4 - possibility to record
assignment on a non-interference basis - If continuing disagreement and there is no entry
in List A may notify under Art.11 - BR formulates unfavourable CONFORM LIST finding
and returns assignment - A resubmits assignment with signed commitment
of non-interference basis - BR records assignment in the MIFR with
unfavourable CONFORM LIST finding and names of
non-agreeing administrations - A shall eliminate interference, if occurs.

- Modifications in TerRaSys databases (GE06, ST61,
GE89, MIFR) - Development of new electronic notice forms for
OPS (G11 G14) - Development of new calculation and verification
software

- Administrations shall submit electronic notices

- T11 - T14 shall not be used under GE06
