- Conduct Unit Based Pilots on 3 units within the
ARFORGEN Cycle - Alert Phase (12 Months Prior to Mob to 180 days
deployed) - Concentrates on a unit/Families of Soldiers that
will be deployed during the next 12 months a
unit that has just been alerted - Focusing on information and availability of
services - Deployment (Mid-point to 180 days
Post-Deployment) - Focus on REFRAD and the activities needed for
reintegration/reunion - Reconstitution (2 to 3 years out)
- Tests assumptions and program support
capabilities for units not fully concentrating on
mob/deployment to assure routine, periodic
supporting actions/tasks are occurring - Train Commanders on issues that sustain/maintain

14Yellow Ribbon Reintegration Program Background
- Establishment of Program
- H.R.110-477 Section 582 of the National Defense
Authorization Act (NDAA) -08 directs that "The
Secretary of Defense shall establish a national
combat veteran reintegration program to provide
National Guard and Reserve members and their
Families with sufficient information, services,
referral, and proactive outreach opportunities
through the entire deployment cycle. This
program shall be known as the Yellow Ribbon
Reintegration Program. - Purpose of Program
- The Yellow Ribbon Reintegration Program shall
consist of information events and activities for
members of the reserve components of the Armed
Forces, their Families, and community agencies to
facilitate access to services supporting their
health and well-being through the four phases of
the deployment cycle (1) Pre-deployment, (2)
Deployment, (3) Demobilization, and (4)
Post-deployment reconstitution.
