Determining the Data
  • AoA and NCOA wanted data but did not specify
  • Key purpose of the demonstration was to develop
    capacity at both the state and local level, and
    so evaluation was not a priority given the
    limited funding
  • A process that engaged the grantees
  • Grantees talked among themselves, with NCOA and
    colleagues at the HAN about what was needed v.
    recommended, feasibility of collection, and other
    issues
  • Important to NCOA that the grantees find utility
    in this effort and that they "own" the process
