Background
  • Following detailed negotiations with
    representatives of the University, Unison, Amicus
    and UCU, the University has finalised its
    proposals for the implementation of the national
    Framework Agreement at the University of Bath.

Principle
  • The following principles (in summary) underpin
    the Framework Agreement
  • Support the achievement of equal pay for work of
    equal value, with the application of pay points
    to staff being transparent, consistent and fair
  • Base the allocation of staff to grades on the
    outcomes of job evaluation/role analysis
  • Apply common grading across all staff groups
  • Have regard to the resources likely to be
    available to the institution
  • Be readily understandable to staff and clearly
    communicated to them

  • Terminology
  • Red Circles staff who have been given pay
    protection for up to three years
  • Green Circles staff who will move into a higher
    grade on the single pay spine
  • Pink Circles staff who will not have the same
    progression points on the new single spine

    have six months in which to exercise their right
    to join the scheme.

  • Probation arrangements and notice arrangements
  • Grades 1 5, 1 week notice during probation, 4
    weeks thereafter.
  • Grades 6 9, 1 month during probation and 3
    months thereafter.

  • Retirement AgeAcademic and Academic related
    teaching staff retire at the end of a semester in
    which their 65th birthday falls or 31st August if
    their birthday falls after the second semester.
  • All other staff to retire on their 65th birthday.

  • Overtime
  • Where work is required in excess of normal
    working hours it will be covered by time off in
    lieu. Time off in lieu should be taken within one
    of month of being accrued. At the managers
    discretion may be taken at a later date. If staff
    in Grades 1-5 are unable to take time off in lieu
    they will be entitled to a overtime payment as
    follows
  • Monday Saturday Time and Half
  • Sunday Double Time
  • These rates only apply where hours exceed 36.5
    hours per week. When it becomes essential for
    Staff in Grades 1-5 to work on Bank Holidays or
    Discretionary Days, double time will be paid for
    the actual hours worked, and time off in lieu
    will be given for the same number of hours worked
    on that day.

  • Catering allowance
  • All staff in catering will be entitled to a hot
    meal or salad plus a hot or cold drink.
  • Tool allowance
  • One off payment of 150.00 Tools issued from
    University for both Crafts and Technicians
  • Conference bonus
  • Buy out offer of an average over the past 5 years.

  • Shift Allowances
  • Alternating shifts will receive a premium of 10
    of basic pay (security, Carpenter House).
  • Rotating 7 Day Shift 15 (security staff).
  • Staff working night shifts 25 (sports halls
    staff)
  • Average hours the normal monthly pay plus any
    market allowance, overtime etc calculated over
    the previous month.

  • Unsocial Hours
  • Employees in Grades 1 and 2 who work inconvenient
    or unsocial hours as part of the normal working
    week are paid at the following enhanced rates-
  • (a) Week-End Working
  • Hourly Rate x 2 Sunday (i.e. double time)
  • Hourly Rate x 1½ Saturday (i.e. time and a half)
  • Note A part-time employee who is engaged
    regularly throughout the week (at least 50 per
    cent of the time being working on days other than
    Saturdays or Sundays), will receive the above
    enhanced rates of pay for all hours worked as
    part of the normal working week on Saturday and
    Sunday.
  • Where employees are employed solely to work
    evenings and/or weekends, no premium is payable.
  • (b) Unsocial Hours
  • Hourly rate x 1.1 for the first two hours on any
    occasion Hourly rate x 1.2 (i.e. time and one
    fifth) for any hours worked between 8pm and 6am
    provided that no other enhanced rate is paid for
    any part of the time worked.

  • Night Work
  • Where there is a requirement of work at night,
    for any hours worked between 10pm and 6am, the
    following enhanced rate will apply
  • Hourly Rate x 1.25 (i.e. time and a quarter)
  • The night work rate will only be paid when more
    than 50 of the normal working week falls between
    8.00 pm and 6.00 am.
  • Enhanced rates do not apply to staff working
    shifts who receive a shift allowance.

  • Employees Called Upon to Return to Work (Grades
    1-5)
  • To qualify for payment in accordance with this
    allowance an employee must have ceased work and
    left the University and been recalled to work or
    have been instructed before the cessation of work
    to return to work that same evening.
  • Emergency Call In
  • Where the return to work is for less than two
    hours there will be a minimum payment of two
    hours at double time. However if the call in is
    made between midnight and 6.00 am there will be a
    minimum call-in payment of three hours at double
    time.
  • Where time worked exceeds two hours the first two
    hours will be paid for under the arrangements set
    out in paragraph 1 above time worked in excess
    of two hours will be paid at double time.
  • The hourly rate for call-in work will be the
    normal weekly rate divided by the number of hours
    in the standard working week. Time off in lieu
    may be taken by arrangement with the Department
    Head.

  • Planned Call In
  • To qualify for payment in accordance with this
    allowance an employee must have ceased work and
    left the University have been instructed before
    the cessation of work to return to work for an
    agreed task.
  • Staff returning to work to carry out planned work
    will be paid at the appropriate overtime rate for
    the period of time they are at work. Time off in
    lieu may be taken by arrangement with the
    Department Head.
  • Staff on the on-call rota should be registered to
    use University vehicles (in accordance with the
    current University conditions) to travel to and
    from the place of work. Staff will be required to
    produce a driving licence before being allocated
    a University vehicle. When staff use University
    transport no mileage allowance will be paid for
    travelling to and from the place of work.
  • Members of staff who decide to his/her own
    private vehicle when on on-call s/he must provide
    a copy of their driving licence and insurance
    details to ensure adequate cover to use the
    vehicle in this capacity. In these instances,
    employees will be reimbursed the cost of
    travelling to and from the place of work based on
    the prevailing rate of authorised mileage
    allowance or return bus fare by public transport.

  • Staff on an on call rota are expected to return
    to work, when requested, at any time of the day
    or night (outside the normal working hours)
    either to carry out emergency work or to provide
    coverage on other occasions. In recognition of
    this understanding the University will undertake
    to meet the telephone line rental (and
    installation as appropriate) of the staff
    concerned.
  • When required any staff member could be called in
    to assist the on-call craftsmen In such
    circumstances the member of staff will be paid
    the appropriate on call in rate as outlined
    above.
  • Staff who are called in after 5.00am should refer
    to the Estates Guide to Rest Periods prior to
    returning to work.

  • Employees Temporarily Undertaking Additional
    Duties
  • Any member of staff in Grades 1-5 required to
    undertake the full duties and responsibilities of
    a job on a higher grade for a period of at least
    one month, for any reason other than annual
    leave, will be paid at the higher grade during
    that period. For staff in Grades 1 and 2 this
    entitlement applies when higher grade duties are
    undertaken for a normal working day. This does
    not apply where the requirement to act as a
    Deputy has been taken into account in the grading
    of the post.
  • Where less than the full duties and
    responsibilities of the higher grade job are
    undertaken the Head of Department, in
    consultation with Human Resources, will consider
    appropriate remuneration.
