When the Electoral College voted for the first
time in 1788, George Washington became the first
President.

The French Revolution
  • In 1789, the French people revolted against
    their King.
  • The French Revolution was an uprising that began
    when the people of Paris stormed the Bastille, a
    royal prison.
  • Most Americans supported the French Revolution at
    first because they knew what it was like to
    struggle for freedom. Also, France was an ally
    of the U.S. during the American Revolution.
  • Many Americans switched their opinion when the
    French Revolution turned violent and bloody.

The Neutrality Proclamation
  • War soon broke again between Britain and France.
    The United States had signed a treaty with France
    in 1778 that allowed the French navy to use
    American ports. Now the French wanted to use
    these ports to arm and resupply their warships.
  • Washington knew that the U.S. was to weak to
    fight either Britain or France.
  • He issued the Neutrality Proclamation in 1793,
    which stated that the U.S. would not support
    either side in the war.
  • It also made it illegal for Americans to help
    either Britain or France in any way.

Jays Treaty
  • Washingtons statement of neutrality was not
    respected in Europe.
  • Both Britain and France seized American ships
    headed for each others ports as prizes of war.
  • Alarmed, Washington sent Chief Justice John Jay
    to Britain for talks. He worked out a treaty
    with the British government. Washington accepted
    the treaty to avoid war.
  • Jays Treaty called for Britain to pay damages
    for American ships it had seized. Americans had
    to pay British merchants for debts and damages
    caused by the American Revolution. Many
    Americans reacted angrily because they felt they
    were giving up more than Britain was willing to
    give.

War in the West
  • Washington also faced a crisis on the western
    frontier
  • Thousands of Americans continued to move into the
    Northwest Territory in the 1790s. The newcomers
    took over Indian lands, ignoring treaties that
    the natives had signed with the U.S.
  • Alarmed and angry, the Miami nation in Ohio drove
    white settlers from their lands with arms
    supplied by the British.
  • Washington sent General Anthony Wayne to put down
    the uprising. General Wayne and his troops
    defeated the Natives at the Battle of Fallen
    Timbers.

Treaty of Greenville
  • In 1795, the Miamis and 11 other Indian nations
    gave up the southern half of present-day Ohio for
    20,000 by signing the Treaty of Greenville.

After the signing of the Treaty of Greenville,
Ohio Indians agreed to stay to the north and
west of this line and the Americans were to stay
to the south and east.

President Washington Retires
  • In 1796, Washington refused to run for a 3rd term
    as President.
  • His last speech, his Farewell Address, urged the
    United States to remain neutral in its relations
    with foreign countries.
