Goal Transform military training to
enable Joint Forces to perform future operations

15Whats Our Requirement?
- Develop a common set of Interagency,
Intergovernmental, and Multinational Joint
Mission Essential Tasks (JMETs) - This is how DoD establishes the tasks,
conditions, and standards to which individuals,
units, and staffs are to be trained to be
prepared to properly accomplish their mission - From these JMETs, education and training
programs will be developed or modified to support
these tasks most of the individual education
will be available online (anytime, anywhere) to
those that need it both in and outside of DoD - This is a two-way, collaborative effort DoD
needs your help to identify what we must know
about your agency and how to work with it and we
want you to understand how to work effectively
with DoD
16The Way Ahead
- Getting ready now research, coordination,
organization - Task Force Convening Conference Jan/Feb 2004
- Form Working Groups Interagency WG four
others - Preliminary assessments develop and refine

Logistics Center) and International Committee of
the Red Cross - Results of the Workshop
- Introduced the wider community to the
experimentation effort and invited further
participation - Gained insights into the planning processes used
by the community members recognition that the
USG interagency community has a long way to go - Identified additional key players across the full
spectrum of activities in various geographic
regions - Identified challenges to
- Establishing a collaborative information
environment - Educating and training for USG community
- Collected useful information to be integrated
into subsequent experiments and concept
development
9/24/2009-25
26Preliminary Workshop Findings
- USG needs a standard and transparent process for
planning and managing complex contingencies (new
PDD-56 equivalent) - Partners link theirs to the UN system
- USG operates in an ad hoc mode without NSPD
- Authority and responsibility of the JIACG need to
be clarified - Within the USG process
- With other multinational and multilateral
entities - Collaborative information environment is
difficult - National and organizational disclosure policies
- Sensitivity of decisions
- Decision support tools (automated or
non-automated) are needed to - Meet the requirements of all JIACG functional
capabilities - Account for the wide range of tasks and resources
of potential civilian partners - Support JIACG requirements for
- Strategic-theater engagement deliberate, crisis,
and transition planning - Civilian contributions to Operational Net
Assessments and Effects-Based Operations - Return to Agenda
