Transition

• Offeror shall submit a Transition Plan which
  describes the process and details for an orderly
  transition
• A Transition Guide is provided in RFP Section J,
  Attachment K
• The Guide will assist in identifying the major,
  high level, and minimum set of transition
  activities that are expected to be used to
  develop the Transition Plan and associated cost
  estimate
• Transition term will be from April 1, 2007 to
  September 30, 2007
• Objectives of the Transition Plan are to
• Minimize the impacts on continuity of operations
• Identify key issues
• Facilitate effective and efficient transition

TRANSITION COST ESTIMATE

• Provide cost estimate within 10 calendar days
  after contract award
• Cost, schedule, and scope will be negotiated with
  the Contracting Officer prior to start of
  transition activities
• Transition shall be performed on a
  cost-reimbursement, no fee basis
• Transition cost proposal shall be prepared in
  accordance with the RFP instructions specified in
  Section L-7

TRANSITION MANAGEMENT

• Using a project management approach, establish
  transition schedule, milestones, and measurable
  commitments
• Coordinate transition with NNSA and the incumbent
  contractor
• Conduct regularly scheduled meetings with NNSA
  officials
• Confirm readiness to assume full responsibility
  of Laboratory operations

• Laboratory Programs Science Technology
• Assess the current progress and baseline status
  of all ongoing programs that are assigned to LLNL
  and are funded by DOE/NNSA
• Assess the current Laboratory Directed Research
  and Development and Work-for-Others programs
